Noguldījumu garantijas sistēmas attīstība Latvijā

Abstract

Bakalaura darba mērķis ir, pamatojoties uz ES un Latvijas normatīvajiem aktiem un zinātniskās literatūras izpēti, izanalizēt noguldījumu garantiju sistēmas (NGS) izveides un funkcionēšanas teorētisko pamatojumu, kā arī sniegt priekšlikumus Latvijas NGS pilnveidošanai. Bakalaura darba pirmajā nodaļā, pamatojoties uz teorētiskās literatūras izpēti, ir izanalizēta noguldījuma būtība, kā arī izpētīti noguldījumu veidi. Izanalizēti Latvijas komercbanku sistēmā piedāvātie neklasiskie noguldījuma veidi, tādi kā krājkonts un progresīvais depozīts, un veikts to piedāvājumu salīdzinājums starp Latvijas komercbanku sistēmas dalībniekiem, kuri aizņem lielāko tirgus daļu pēc noguldījumu piesaistīšanas. Bakalaura darba otrajā nodaļā autors ir veicis Latvijas komercbanku sistēmas noguldījumu analīze pēc to noguldītāja veida, noguldījumu termiņstruktūras un pēc noguldītās valūtas veida, kā arī izanalizētas noguldījumu procentu likmes un to aprēķins. Bakalaura darba trešajā nodaļā autors, pamatojoties uz teorētiskās literatūras avotiem, ir izpētījis noguldījumu garantiju sistēmas vēsturiskos aspektus un galvenos NGS pamatprincipus. Ir izvērtēti Eiropas Savienības un Latvijas NGS veidošanās aspekti, kā arī noteiktas galvenās NGS problēmas. Bakalaura darba pamatteksts ir uzrakstīts uz 73 lpp, sastāv no 3 nodaļām un 10 apakšnodaļām. Darbā iekļautas 3 tabulas un 56 attēli. Literatūras sarakstā iekļautas 31 literatūras vienības.

Bachelors work is based on EU and Latvian legislation and research of scientific literature with aim to analyze the deposit guarantee system (DGS), the establishment and functioning of the theoretical underpinnings as well as to give proposals for the development of Latvian DGS. The first chapter of Bachelor's work is the analysis of the nature of the deposit, as well research of types of deposits, on the basis of the theoretical literature research. Analysis of Latvian Commercial Banks offered non classic deposit scheme, like savings account deposits and progressive deposits, and made the comparison between the Latvian commercial system operator’s offers who occupy the largest market share by attracting deposits. In the second chapter of Bachelors work, author has taken the Latvian commercial deposit system analysis after the depositor’s type of deposit structure and currency deposit types as well as analysis of the deposit interest rates and their calculation. In the third chapter of Bachelor's work, author, on the basis of the theoretical literature, has studied the DGS historical aspects and the main principles of the DGS. There are examined aspects of the construction in the European Union and the Latvian DGS, as well as identified DGS key problems. Bachelor's work body is written on 73 pages, consists of three divisions and 10 subdivisions. The paper includes 3 tables and 56 images. Literature list includes 31 literature unit.
