Abstract
Maģistra darba “Priekšlikumi starppašvaldību sadarbībai Ogres, Madonas un Cēsu novadiem” mērķis - izvērtēt funkcionālās saiknes starp novadiem un izstrādāt priekšlikumus pašvaldību sadarbībai un telpiskai plānošanai. Pētījumā pielietota aprakstošā pētījuma metode, sekundāro datu analīze, kā arī izmantotas daļēji strukturētās kvalitatīvās ekspertu intervijas. Rezultāti atklāj, ka sadarbība starp pašvaldībām ir brīvprātīga un balstīta personiskās attiecībās, tā nav strukturēta vai tiesiski noteikta. Sadarbība notiek projektu ietvaros, ne vienmēr ar ģeogrāfiski tuvākajām pašvaldībām. Politiskās atšķirības, datu trūkums un konkurence kavē sadarbības attīstību. Ilgtspējīgai un policentriskai attīstībai nepieciešami detalizēti dati pagastu mērogā.
The aim of the master's thesis “Proposals for Inter-Municipal Cooperation in Ogre, Madona, and Cēsis Municipalities” is to assess the functional linkages between municipalities and to develop proposals for inter-municipal cooperation and spatial planning. The research applies a descriptive research method, secondary data analysis, as well as semi-structured qualitative expert interviews. The results reveal that cooperation between municipalities is voluntary and based on personal relationships; it is neither structurally organized nor legally regulated. Cooperation mostly takes place within project frameworks and not necessarily with geographically neighbouring municipalities. Political differences, lack of data, and competition limit the development of cooperation. For sustainable and polycentric development, detailed data at the parish level is required.
