Vienotas valūtas zonas problēmas Eiropas Savienības kontekstā

Abstract

Ekonomikas un monetārā savienība (EMS) ir augstākā Eiropas Savienības (ES) dalībvalstu ekonomiskās integrācijas pakāpe. Darba būtība slēpjas mērķī – noteikt EMS problēmas, kas saistītas ar vienotas valūtas ieviešanu ES. Lai sasniegtu mērķi ir risināti šādi uzdevumi: vienotas valūtas zonas (VVZ) raksturojums un tās iezīmju noteikšana; VVZ dalības ieguvumu un zaudējumu definēšana; vienotas ES valūtas nepieciešamības un ES problēmu noteikšana un izvērtēšana VVZ kontekstā. Darbā tiek uzsvērta VVZ koncepcija un vienotas valūtas ieviešanas ieguvumu-zaudējumu analīze. Darbā tiek atklāts, ka EMS neatbilst VVZ nosacījumiem un būtiskais drauds EMS valstu ekonomikai ir asimetriska reakcija uz šokiem, tādēļ tiek veikta VAR modelēšana, kura parāda šoku stipruma, ilguma un asimetrijas atšķirības visām ES dalībvalstīm.

Economic and monetary union (EMU) is the highest level of economic integration among the European Unions’ (EU) members. Thesis essence fits into the goal to define problems of the EMU in the context of single currency (SC) for the EU. To reach the goal following tasks were completed: definition of a single currency union (SCU) meaning and features; specification of gains and losses related to SCU; definition of need for a SC in the EU and determination and scoring of the EU problems related to SCU theory. The Thesis emphasizes SCU theory and analysis of gains-losses after the implementation of SC. Thesis discovered that the EU doesn’t meet SCU conditions and the asymmetric response to shocks is main threat for the EMU, therefore VAR modeling was made, which demonstrates shock intensity, duration and asymmetry differences in all EU.
