Abstract

Diplomdarba nosaukums: ES fondu ietekme uz lauku tūrisma attīstību Latvijā. Tūrisms ir kā viens no Latvijas attīstības prioritātēm un iespējām. Lauku tūrismam raksturīgs, ka ceļojuma nolūks ir vēlme iepazīties ar lauku dzīvi, ikdienu un lauksaimniecisko ražošanu un atpūtu laukos kopumā. Kā citās valstīs, tā arī Latvijā ir senas lauku tradīcijas, pieejami dabas un vides resursi. Piedāvājuma attīstīšana vietējā tūrista interesēm un vajadzībām ir pamats arī ārvalstu tūristu piesaistei un tādējādi pakalpojuma eksporta pieauguma veicināšanai. Līdz ar to tūrisma attīstībai ir nepieciešams nodrošināt labvēlīgus apstākļus. Līdz ar iestāšanos Eiropas Savienībā lauku tūrisma attīstības veicināšanai un tūrisma piedāvājumu pilnveidošanai svarīga loma ir ES fondu un citu finanšu resursu piesaistē, kas līdz šim tika veicināts un atbalstīts. Līdz ar ES fondu līdzfinansējumu laukos tika uzbūvēti, atjaunoti un modernizēti daudzi viesu nami un kempingi, kuri Latvijas iedzīvotāju un ārzemju tūristu lielās intereses dēļ līdz 2009. gadam bija gandrīz pilnībā noslogoti. Protams, aktuāls jautājums, kā šie līdzekļi tika apgūti un izlietoti. Līdz ar to autora darba mērķis ir iepazīties ar ES fondu raksturojumu un analizēt ES fondu ietekmi uz lauku tūrisma attīstību Latvijā. Darba mērķis ir pamatojoties uz teorētiskām atziņām, izpētīt un konstatēt Eiropas Savienības fondu līdzekļus un to ietekmi uz Latvijas tūrisma attīstību. Darbs sastāv no trim nodaļām. Darba pirmajā daļā tiek izpētītas strukturālās politikas teorētiskie aspekti un Eiropas Savienības struktūrfondu īstenošanas instrumenti. Otrajā nodaļā apskatīts lauku tūrisma attīstība Latvijā. Trešajā nodaļā tiek apskatīta Eiropas Savienības fondu un to finansētās aktivitātes lauku tūrismam Latvijā. Darba noslēgumā tiek apkopoti secinājumi par ES fondu ietekmi uz lauku tūrisma attīstību Latvijā, kā arī piedāvāti priekšlikumi ES fondu līdzekļu administrējošām iestādēm. Darbs sastāv no 66 lpp, tai skaitā 8 tabulas, 7 attēli, 4 pielikumi. Darbā tika izmantoti 34 literatūras avoti.

Diploma thesis: EU funds impact on rural tourism in Latvia. Tourism is one of the Latvian development priorities and opportunities. Rural tourism is characterized by the travel purpose is the desire to get acquainted with rural life, everyday life and agricultural production and the rest in the countryside as a whole. As in other countries, as well as Latvia is an ancient rural tradition of available natural and environmental resources.Offer development of the local tourist interests and needs are the basis for the foreign tourist attraction and therefore the service export growth promotion. Consequently, tourism development is necessary to ensure favorable conditions. Accession to the European Union to promote the development of rural tourism and tourism product development are vital elements of EU funds and other financial resources to attract, which until now has been promoted and supported. With EU funds financing rural areas were constructed, renovated and modernized, many guest houses and campsites, which are Latvian citizens and foreign tourists because of the high interest in 2009. was almost fully. Of course, the question arises of how these funds were spent. Consequently, the work is to research EU funds and analyze the impact of EU funds for rural tourism development in Latvian. The object of the work is research the European Union's funds and their impact on the Latvian tourism development. Work consists of three chapters. The first part explores the theoretical aspects of structural policy and the European Union structural funds implementation. The second chapter describes the development of Latvian rural tourism. The third chapter examines the European Union funds and activities financed by the Latvian rural tourism. Work concluded by summarizing the findings on the impact of EU funds for rural tourism development in Latvian, and offered proposals for the EU funds in the administering authorities.Work consists of 66 pages, which consists of 8 tables, 7 images, 4 appendices. The total used literature was 34 sources.
