Sabiedrības pašnoteikšanās demokrātiskā sabiedrībā Latvija no 2004. gada līdz 2014. gadam

Abstract

Demokrātiskas valsts suverēnam ir tiesības uz pašnoteikšanos, kas ietver valsts pozitīvo pienākumu nodrošināt pašnoteikšanās mehānismus. Sabiedrības pašnoteikšanos veicina pilsoniskās sabiedrības empīriskā izpausme - sabiedrības līdzdalība, kura nedrīkst būt formāla. Lai līdzdalība būtu efektīva, vienlīdz atbildīga ir gan valsts, gan sabiedrība. Pašnoteikšanās nav tikai tiesības, tā ir arī spēja šo tiesību realizēt, pamatojoties uz valsts noteiktiem priekšnosacījumiem. Latvijas pilsoniskajai sabiedrībai ir tendence būt aktīvai, taču ne pēc tradicionālas pilsoniskās sabiedrības fenomena izpratnes. Būtisku lomu pašnoteikšanās procesos ieņem socializācija, savukārt par draudu mūsdienu pilsoniskās sabiedrības pašnoteikšanās spējai var uzskatīt ne tikai zemo uzticību valdībai, bet arī zemo ticību masu medijos paustajai informācijai.

Sovereign of a democratic state has the right of self-determination which includes the states positive obligation to ensure self-determination mechanisms. Self-determination of society promotes the empirical expression of civil society - public participation which cannot be formal. Both the state and the society are responsible for the participation to be effective. Self–determination is not only a right it is also the ability to exercise these rights based on the preconditions made by the state. Latvian civil society has a tendency to be active but not in the traditional understanding of the phenomenon. Socialization takes an important role in the self-determination process, while a threat to modern civil society's ability to self-determine besides the low trust in government is the low credibility of information expressed by mass media.
