Abstract
Šis bakalaura darbs ir par Nacionālo bruņoto spēku Nodrošinājuma pavēlniecības štāba iekšējo normatīvo aktu izstrādi, uzmanību pievēršot materiāltehnisko līdzekļu uzskaites kārtībai. Darba mērķis ir, pamatojoties uz iestāžu iekšējās kontroles sistēmas būtiskumu, izstrādāt vienotus grāmatvedības un noliktavas uzskaites noteikumus, kas sekmētu resursu efektīvu pārvaldību. Darbs balstīts uz normatīvo aktu, teorētisko avotu un esošo iekšējo noteikumu analīzi. Praktiskajā daļā ir izvērtēta Nacionālo bruņoto spēku struktūra, Nodrošinājuma pavēlniecības uzdevumi un grāmatvedības un uzskaites specifika. Tāpat tiek identificētas galvenās problēmas materiāltehnisko līdzekļu uzskaitē, izstrādājot risinājumus procesu uzlabošanai un standartizēšanai. Darba rezultātā ir izstrādāti Nodrošinājuma pavēlniecības štāba iekšējie noteikumi, kas vērsti uz vienību ikdienas darbības efektivitātes uzlabošanu, vienlaikus ievērojot normatīvo aktu prasības un datu drošības standartus. Šie noteikumi veicinās resursu ilgtspējīgu pārvaldību un precīzu uzskaiti. Darbs ir aktuāls un noderīgs ne tikai Nacionālo bruņoto spēku vienībām, bet arī citām valsts iestādēm, kas saskaras ar līdzīgiem izaicinājumiem resursu pārvaldībā.
This bachelor's thesis is about the development of internal regulations of the National Armed Forces Support Command Headquarters, focusing on the accounting procedure of material technical resources. The aim of the work is, based on the importance of the internal control system of institutions, to develop united accounting and warehouse accounting rules that would promote effective resource management. This work is based on the analysis of regulatory enactments, theoretical sources and existing internal regulations. The practical part evaluates the structure of National Armed Forces, Support Command Headquarters tasks and the specifics of accounting and record-keeping. The main issues in accounting for material technical resources have been identified, developing solutions to improve and standardize accounting processes. As a result of the work, internal regulations of the Support Command Headquarters have been developed, aimed at improving the unit’s daily work efficiency, while complying with the requirements of regulatory enactments and data security standards. These regulations will promote sustainable resource management and accurate accounting. The work is relevant and useful not only for units of the National Armed Forces, but also for other state institutions facing similar challenges in resource management.
