Abstract
Maģistra darba “Ministriju darbības analīze kiberdraudu pārvarēšanā Baltijas valstīs un Ziemeļvalstīs no 2021. līdz 2023. gadam” mērķis ir salīdzināt ministriju darbību kiberdraudu pārvarēšanā Baltijas valstīs un Ziemeļvalstīs konkrētajā periodā. Teorētiskajā daļā skaidrotas publiskās pārvaldes teorijas, hibrīddraudus un kiberdraudus. Empīriskajā daļā raksturotas un salīdzinātas valstu ministriju, to aģentūru, struktūrvienību funkcijas. Salīdzinājuma pamatu un darba novitāti veido vienotās valdības un vienotās nācijas pieeju teorijā balstītu kritēriju izveide. Darbā secināts, ka, lai arī valstu ministriju darbība ir vērsta uz vienotās valdības un vienotās nācijas pieeju ieviešanu formāli, bet praksē vairumā kritēriju neizpildās, parādoties sistēmiskas pieejas un ilgtermiņa risinājumu trūkumam.
Master's thesis “Analysis of the activities of ministries in overcoming cyber threats in the Baltic and Nordic states from 2021 to 2023” aim is to compare the activities of ministries in overcoming cyber threats in the Baltic and Nordic States during the period. The theoretical part explains public administration theories, hybrid and cyber threats. The empirical part describes and compares the functions of ministries, their agencies, departments. The basis for comparison and the novelty of the work is the creation of criteria based on the theory of whole-of-government and whole-of-Nation approaches. Conclusion is that ministries aim to formally implement the whole-of-government and whole-of-Nation approaches, but in practice most of the criteria are not fulfilled due to the lack of a systemic approach and long-term solutions.
