Krievijas federālisms

Abstract

Diplomdarba tēma ir Krievijas Federālims. Darbā tika izpētīti un izanalizēti Krievijas federālās sistēmas pamatelementi, noteikti to trūkumi un nepilnības, un izvirzīti priekšlikumi doto problēmu risināšanai. Pētījuma svarīgākie secinājumi ir: spēcīgai prezidenta varai ir sava negatīvā puse, tur ir slēptā iespēja realizēt federācijas prezidenta un vadošas elites pārstāvju autoritārās tieksmes. Krievija federālisms ir asimetrisks, kas negatīvi ietekme valsts stabilitāti. Kompetenču sadalē starp Federāciju un subjektiem ir trūkumi, tāpēc pastāv grūtības pilnvaru realizācijā. Vietējo varas orgānu nozīmes samazināšana negatīvi ietekmē federālisma veidošanas procesu. Trūkumu novēršanai autors izvirza vairākus priekšlikumus un svarīgākie no tiem ir: Krievijas Federācijas prezidenta pilnvaru samazināšana un Federālās Sapulces, it īpaši tās zemākās palātas, lomas palielināšana; Federālās uzbūves koriģēšana. Arī tiek piedāvāta efektīvāka kompetenču sadale starp Federāciju un tās subjektiem.

The theme of the diploma paper is Russian Federalism. The Author suggests that federalism is one of the ways how the big states can realize democratic government and observance of human rights. Diploma paper maintains analysis of Russian federal system staples, some shortcomings and deficienty ditermination as well as these problems solution proposals, wich might have effect upon promotion of stable and democratic Russia More important conclusions of paper are: the powerful authority of president has a negative side, there is covert possibility to realize authoritarian penchants of president of federation and some contingents of leading elite. Russian federalism is asymmetric what may have negative advancement for state stability. Several proposals for solving of those problems were given by author and main of them are: to cut down powers of president of Russian Federation; increase of role of Federal Assembly, especially its lowest chamber, and correcting of federal structure.
