Ekonomiskie noziegumi kā ēnu ekonomikas daļa un to novēršanas pasākumu pilnveidošana.

Abstract

Pēdējā laikā ekonomiskie noziegumi un organizētā noziedzība kļuva par īpaši nozīmīgu problēmu, kas palēnina valsts ekonomikas attīstību. Ekonomisko noziegumu ietekmē būtiski pieaug ēnu ekonomikas apjoms un tai piemīt internacionāls raksturs. Pētnieku un ekspertu vidū pastāv viedoklis, ka nelikumīgā cigarešu tirdzniecība kā viens no ekonomisko noziegumu veidiem nav īpaši nozīmīgs un sastāda niecīgu ēnu ekonomikas daļu. Taču maģistra darba dati liecina par to, ka nelielām ekonomikām, īpaši tranzītvalstīm, arī šī problēma rada lielus zaudējumus un palēnina ekonomikas izaugsmi. Problēmas risinājums ir atrodams efektīvas novēršanas sistēmas izveidošanā. Maģistra darba mērķis ir izpētīt nelikumīgās cigarešu tirdzniecības ietekmējošos faktorus un izstrādāt efektīvu modeli to novēršanai. Maģistra darbs ir izklāstīts 86 lapaspusēs, to ilustrē 18 attēli un 5 tabulas. Pētījumā gūtie rezultāti liecina par to, ka līdz šim nav izstrādāta vienota sistēma nelikumīgās cigarešu tirdzniecības novēršanai.

Recently, economic and organized crime became a particularly important problem hindering the economic development of the country. Economic crime affects a significant increase in the volume of shadow economy and it has an international character. Among some researchers and experts there is an opinion that the illegal cigarette trade as one of the forms of economic crime is not particularly significant and constitute a small part of the shadow economy. However, the Master's thesis data shows that the small economies, especially in countries which are considered as transit countries, the problem causes huge losses and slow down economic growth. Solution to the problem is found in the effective prevention system. The aim of the Master's thesis is to investigate the illegal trade’s in cigarettes influencing factors and develop an effective model to prevent them. Master's thesis is set out in 86 pages, illustrated by 18 figures and 5 tables. The results of the study show that a common framework for the prevention of illegal trade in cigarettes so far has not developed.
