Jūrmalas pašvaldības budžeta analīze

Abstract

Bakalaura darba tēma "Jūrmalas pašvaldības budžeta analīze" ir aktuāla, jo pašvaldību līdzekļi tiek izmantoti vitāli svarīgu jautājumu risināšanai. Pašvaldību budžeti kopā ar valsts budžetu veido Latvijas Republikas kopbudžetu. Pašvaldības budžetu nepieciešams uzskaitīt, analizēt, noteikt tendences, prognozēt un kontrolēt. Bakalaura darba mērķis ir pamatojoties uz pieejamo literatūru, analizēt Jūrmalas pašvaldības budžetu un sniegt priekšlikumus pašvaldības budžeta pilnveidei. Bakalaura darba pirmā nodaļa teorētiskā. Tajā tiek pētīts pašvaldību budžeta teorētiskais un likumiskais aspekts, ieņēmumu un izdevumu veidošanās īpatnības, pašvaldību izlīdzināšanas fonda teorētiskais aspekts. Bakalaura darba otrajā daļā tiek pētīti un analizēti Jūrmalas pašvaldības ieņēmumi un izdevumi. Bakalaura darba trešajā daļā iegūtie rezultāti tiek salīdzināti ar Ventspils un Liepājas pašvaldību rādītājiem.

The topic of the bachelor's thesis "Jūrmala local government budget analysis" is topical, because local government funds are used to solve vital issues. Due to the lack of many poor and low-income people and resources in the municipality, priorities need to be assessed. The aim of the bachelor's thesis is to analyze the budget of Jūrmala municipality and to provide proposals for the improvement of the municipal budget. The first chapter of the bachelor's thesis is theoretical. It studies the theoretical and legal aspect of local government budget, the peculiarities of revenue and expenditure formation, the theoretical aspect of the local government equalization fund. The second part of the bachelor's thesis researches and analyzes the revenues and expenditures of Jūrmala municipality. In the third part of the bachelor's thesis obtained results are compared with the indicators of Ventspils and Liepāja municipalities.
