Latvijas Nacionālā attīstības plāna 2007.-2013. gadam nozīme politikas plānošanas sistēmā

Abstract

Maģistra darba izvēlētā tēma ir Latvijas Nacionālā attīstības plāna 2007. – 2013.gadam nozīme politikas plānošanas sistēmā. Darba mērķis ir izvērtēt Latvijas Nacionālā attīstības plāna 2007. – 2013.gadam nozīmi Latvijas politikas plānošanas sistēmā un piedāvāt priekšlikumus tā efektīvai īstenošanai un uzraudzības sistēmas izveidošanai. Darba teorētiskajā daļā tiek apskatīts stratēģiskās plānošanas un politikas īstenošanas pieejas teorētiskais aspekts, apskatot arī Latvijas politikas plānošanas sistēmu, kā arī citu valstu piemērus. Savukārt darba praktiskajā daļā tiek analizēta Latvijas Nacionālā attīstības plāna, kā vidēja termiņa politikas plānošanas dokumenta laika posmam no 2007. līdz 2013.gadam, izstrādes gaita. Ministru kabinets Latvijas Nacionālo attīstības plānu 2007. – 2013.gadam apstiprināja 2006.gada 4.jūlijā par valsts attīstības stratēģisko mērķi nosakot izglītību un zināšanas tautsaimniecības izaugsmei un tehnoloģiskai izcilībai. Dokuments tika izstrādāts ar mērķi sekmēt līdzsvarotu un ilgtspējīgu valsts attīstību un nodrošināt Latvijas konkurētspējas paaugstināšanos citu valstu vidū. Šī darba ietvaros tiek izvērtēta Latvijas Nacionālā attīstības plāna 2007. – 2013.gadam nozīme Latvijas politikas plānošanas sistēmā, sniedzot priekšlikumus efektīvas Latvijas Nacionālā attīstības plāna 2007. – 2013.gadam īstenošanas un uzraudzības sistēmas izveidošanai.

The title of this master thesis is “The Significance of the Latvian National Development Plan 2007-2013 in the State Policy Planning System”. The objective of this thesis is to evaluate the significance of the National Development Plan in the Latvian political planning system and propose suggestions how to ensure its implementation and monitoring system. Theoretical part of this thesis includes theoretical overview of strategic planning and political implementation and provides analysis of the Latvian political planning system as well as some examples of other states. Practical part of this thesis includes analysis of the development process of the National Development Plan as a medium-term planning document for the period from 2007 until 2013. On July 4, 2006 the Cabinet of Ministers of the Republic of Latvia approved the National Development Plan for 2007 – 2013. The strategic goal of the National Development Plan is education and knowledge for the growth of the national economy and technological excellence. It had been developed with the aim to facilitate a balanced and sustainable development of the country, as well as to ensure an increase in Latvia’s competitiveness. This thesis includes also the analysis of the significance of the National Development Plan 2007-2013 in the State policy planning system, provides author’s suggestions how to create its effective implementation and monitoring system.
