Minoritāšu tiesību aizsardzība: Romu tautības tiesību ģenēze un evolūcija Latvijas Republikā

Abstract

Romi ir diskriminētākā minoritāte Latvijā, viņu tiesiskais stāvoklis ir aktuāla problēma arī mūsdienās. Darba mērķis ir analizēt minoritāšu tiesību aizsardzību Latvijas Republikā, padziļināti pētot romu tautības cilvēku tiesības. Darbā secināts, ka Latvijas tiesību sistēma paredz minoritāšu tiesību aizsardzību, bet, romu zemās izglītības dēļ, tiesību normas nesasniedz tiesību subjektu, tāpēc netiek pilnvērtīgi sasniegts mērķis – aizsargāt minoritātes. Latvijas Republikas demokrātiskajā režīmā valsts rūpējās par minoritāšu tiesisko aizsardzību, bet autoritārajā režīmā visa valsts uzmanība tika vērsta tikai uz latviešu nāciju. Minoritāšu (t.sk. romu) tiesības tika atjaunotas, sagrūstot autoritārajam režīmam, un to tiesību aizsardzība pastiprinājās, Latvijai iestājoties Eiropas Savienībā.

Roma is the most discriminating minority in Latvia, and their legal status is a topical issue today. The aim of the bachelor is to analyze the protection of minority rights in the Republic of Latvia by in-depth research of the rights of Roma minority. At the end of this research concluded that the legal system of Latvia provides the protection of minority rights, but due to the low level of education of the Roma, the law does not reach the subject of the rights, therefore the goal of protecting minorities is not fully achieved. In the democratic stage of the Republic of Latvia, the state took care of the legal protection of minorities, but in the authoritarian stage, the whole country's attention was focused only on the Latvian nation. The rights of minorities (including the Roma) were restored at the end of the authoritarian regime and the protection of their rights intensified when Latvia joined to the European Union.
