Ūdensapgādes pakalpojumu sniegšanas aktuālās problēmas

Abstract

Darba tēma ir ūdensapgādes pakalpojuma sniegšana un aktuālākās juridiskās problēmas, ar kurām saskaras ūdensapgādes pakalpojuma sniedzēji. Darba pirmajā nodaļā tika apskatīts ūdensapgādes pakalpojumu sniegšanas jēdziens un regulējums - ūdensapgādes sistēmas, shēmas, ūdensvadu tīkli, ūdensapgādes pakalpojumu sniedzēji, deleģēšanas līgumi un tarifi. Otrajā nodaļā tika apskatīta izbūvēto ārējo tīklu nodošana ūdensapgādes pakalpojumu sniedzēja īpašumā, t.sk., līguma ar nosacījumu, ka personas izbūvētie ārējie tīkli tiek pārņemti ūdensapgādes pakalpojuma sniedzēja īpašumā bez atlīdzības, atbilstība Civillikumam. Trešajā nodaļā tika apskatīts atbildības robežas un ūdens uzskaites mezgla jēdziens, tā definējums normatīvajos aktos. Darba rezultātā tika izdarīti vairāki secinājumi un priekšlikumi par izmaiņām normatīvajos aktos.

The issue of paper is topical legal problems of water supply service. In the first chapter was examined water supply service conception including introduction about technical elements of water supply and some legal issues – water supply providers, delegation contracts and tariffs. In the second chapter was examined transfer of persons built outward water supply net into water supply provider balance and contract which includes the transfer terms. In the third chapter was examined the water accounting node and the limit of liability over the outward and inward water supply nets between the water supply provider and receiver. As the result of examination, there have been carried out several conclusions and proposals about amendments of laws and regulations.
