Iekšpolitikas un krīzes vadība Latvijā: Valsts prezidenta E. Rinkēviča politiskā naratīva analīze

Abstract

Latvijā pastāv sen iesakņojies stereotips par to, ka Valsts prezidents ir tik vien kā izkārtne, kam labi jāizskatās un jāprot runāt vismaz vienā svešvalodā. Tāpēc šī darba ietvaros nolemts pārbaudīt vai Valsts prezidents arī bez tiešas politiskas varas, bet veidojot atbilstošu naratīvu un dažādu iekšpolitisku jautājumu rāmējumu medijos, spēj ietekmēt politisko diskusiju un līdz ar to pieņemtos lēmumus, likumu grozījumus un dažādu institūciju rīcību. Šai darbā pētīta mūsu prezidenta Edgara Rinkeviča publiskā retorika kopš stāšanās amatā, kā arī tas cik lielā mērā citas valsts institūcijas ieklausās un realizē viņa iniciatīvas. Darba teorētiskajā daļā aprakstītas nararīva, diskursa, rāmējuma, dienaskārtības teorijas, kā arī politiskā sistēma Latvijā un sabiedrības viedokļa veidošanas process. Pētījuma veikšanai izmantota naratīva analīze un salīdzinošā politikas analīze. Bakalaura darba apjoms ir 67 lapas (8 nodaļas) 6 pielikumi, 5 tabulas, izmantoti 44 informācijas avoti.

There is a long-standing stereotype in Latvia that the President of the Republic is just a signboard who must look good and be able to speak at least one foreign language. Therefore, within the framework of this work, it was decided to examine whether the President of the Republic, even without direct political power, but by creating an appropriate narrative and framing of various domestic political issues in the media, is able to influence political discussion and, consequently, decisions made, amendments to laws and actions of various institutions. This work studies the public rhetoric of our President Edgars Rinkevičs since taking office, as well as the extent to which other state institutions listen to and implement his initiatives. The theoretical part of the work describes the theories of narrative, discourse, framing, agenda, as well as the political system in Latvia and the process of forming public opinion. Narrative analysis and comparative political analysis were used to conduct the research. The volume of the bachelor's work is 67 pages (8 chapters) 6 appendices, 5 tables, 44 sources of information were used.
