Abstract

PAŠVALDĪBU E-PĀRVALDE UN TO ATBALSTOŠĀS INFORMĀCIJAS SISTĒMAS

Valsts attīstībā svarīgu lomu ieņem jauno informācijas komunikāciju tehnoloģijas (turpmāk – IKT) sniegto iespēju kvalitatīvā izmantošana. IKT no tehnoloģiska pasākumā pārtop par Informācijas sabiedrības tehnoloģijām (turpmāk – IST). Šobrīd publiskajā pārvaldē par prioritāru ir izvirzījies jautājums – efektīva valsts un pašvaldību informācijas sistēmu attīstība un to integrācija elektronisko pakalpojumu (e-pakalpojumu) sniegšanas nodrošināšanai un pieejamībai. Maģistra darbā tiek analizēta situāciju publiskajā pārvaldē ieviešot elektroniskās pārvaldes principus, un autora viedoklis par nepieciešamajiem darbiem, lai realizētu valsts politiku IT jomā uzsverot pašvaldību būtisko lomu šajā procesā. E-pārvaldes ieviešanas procesa pamatā tiek piedāvāti pašvaldību IT kompetenču centri, kas realizē informatizācijas sabiedrības veidošanu pašvaldībās. Valsts un pašvaldību informācijas sistēmu pamatuzdevums ir – nodrošināt valsts un pašvaldību pakalpojumu sniegšanu iedzīvotājiem, uzņēmumiem un pašai pārvaldei. Aizvien plašāk ieviešot IST nenoliedzāmi mainās publiskās pārvaldes darba organizācija. E-pārvaldes galvenais uzdevums ir ar moderniem informācijas komunikāciju līdzekļiem nodrošināt ērtākus valsts un pašvaldību pakalpojumus iedzīvotājiem un uzņēmējiem un orientētība uz klientu samazināt administratīvo slogu uz sabiedrību.

E-GOVERNMENT OF THE MUNICIPALITIES AND THE RESPECTIVE SYSTEMS OF INFORMATION

In the development of the state an important role pertains to high-quality use of the opportunities provided by the new information technologies (hereinafter – ICT). ICT at present is developing from a technological enterprise into Information Society Technologies (hereinafter – IST). At present in the sector of public management the issues of effective development and integration of state and self-government information systems for providing and availability of electronic services (e-services) have become a priority. The present Master's Theses provide ab overview of the situation in the public management in introducing of the principles of electronic management, and the point of view of the author regarding the work which has to be done in order to implement the State Policy in the field of IT, emphasizing the substantial role of self-governments in the mentioned process. As the basis of introduction of the e – government process the municipal IT Competence Centers are offered, implementing the formation of the information community in the municipalities. The basic task of the state and municipal information systems is to provide services of the state and self-government to the population, enterprises and the management itself. The organization of the work of public management evidently changes with wider introduction of IST. The main task of the e-government is to provide more comfortable state and self-government client – oriented services for the population and business people with the help of modern communication means and to decrease administrative load on the community.
