Abstract
Bakalaura darbs veidots par ASV pretterorisma politiku no 2001.gada līdz 2015.gadam, fokusējoties uz Džordža V. Buša un Baraka Obamas prezidentūrām. Darba mērķis ir salīdzināt ASV cīņu ar mūsdienās aktuālo terorisma draudu divu prezidentūru ietvarā, aplūkojot to no trīs pieejām – atturēšanas, apsteigšanas, novēršanas. Izvirzītas divas hipotēzes par Buša un Obamas pretterorisma politiku. Teorētiskajā daļā aprakstīti terorisma un pretterorisma koncepti, un trīs pieejas, kuru ietvarā empīriskajā daļā analizētas valsts stratēģijas, pretterorisma pasākumi, retorika, vērtējumi par valstu rīcību. Darba secinājumi iekļauj vērtējumus par pieejām katra prezidenta pretterorisma politikā.
The subject of this bachelor thesis is the counter-terrorism policy of the United States during 2001.-2015: deterrence, preemption, prevention. The aim is to compare the counter-terrorism policies of G.W.Bush and B.Obama through the viewpoint of deterrence, preemption and prevention. Two hypothesis were made about the presence of prevention and deterrence in the fight against this modern threat during this time period. The author takes a look at the concepts of terrorism and counter-terrorism and the approaches which are used in the empirical part to analyze the counter-terrorism policy via strategies, rhetoric, initiatives, etc. Conclusions are made about the proportions between deterrence, preemption and prevention in US counter-terrorism policy.
