Ciblas novada pašvaldības budžeta analīze

Abstract

Visās demokrātiskās valstīs bez centrālās varas un pārvaldes institūcijām ir izveidotas un darbojas pašvaldības. Pašvaldības tiek uzskatītas par katras demokrātiskas iekārtas pamatu. Pašvaldībās ir vislabākie nosacījumi, lai radītu vietējo iedzīvotāju prasībām atbilstošu harmonisku sabiedrību. Bakalaura darba tēma ir Ciblas novada pašvaldības budžeta analīze. Bakalaura darba mērķis ir izanalizēt pašvaldības budžetu pašvaldības darbību un izvirzīt priekšlikumus Ciblas novada budžeta un novada darbības tālākai attīstībai. Darbā tiek pētīts novadu pašvaldību vispārīgās iezīmes, budžeta veidošanās, aprakstīts Ciblas novads un tā galvenās darbības jomas. Tika izanalizēti Ciblas novada pašvaldības pamatbudžeta ieņēmumi un izdevumi kā arī speciālā budžeta ieņēmumi un izdevumi no 2012.-2014.gadam. Arī tika izvirzītas Ciblas novada pašvaldības finansiālās darbības attīstības prognozes. Vislielākās problēmas novada attīstībā ir iedzīvotāju skaita samazināšanās, nepietiekošo darba vietu skaits, atalgojuma apmērs, maz un mazi uzņēmumi. Novadam nepieciešams uzlabot dzīves un darba vides kvalitāti, veicināt nozīmīgu projektu īstenošanu, piesaistot ES struktūrfondu finansējumu popularizēt novadu citos novados un kopumā Latvijā. Besides the central power and state authorities, most democratic states have founded municipalities. The municipalities are considered to be the basis for every democratic institution. Municipalities have the best conditions for creating a well-balanced society, complying with the needs of the local inhabitants. The title of this bachelor’s paper is Analysis of Budget of Cibla Region Municipality. The aim of this bachelor’s paper is to analyse the budget of the municipality, its operation and to provide recommendations for further improvement of Cibla Region budget and the development of the Region. In this paper the author explores the general characteristic features of regional municipalities, formation of budget, provides description of Cibla Region and its main fields of operation. The author analyses income and expenses of the principal budget of Cibla Region Municipality, as well as the income and expenses of the special budget of the Region for 2012 – 2014. Also, the author provides prediction for the development of financial operation of Cibla Region Municipality. The greatest problems in the region is the decrease of population, insufficient job market and salary level, and insufficient number of companies, as well as too small size of the existing firms. The region would need to improve the quality of life and labour, to prompt implementation of important projects, attracting the financing of EU structural funds, to promote the region in other regions and in Latvia in general.
