ĶTR un KTDR attiecības sešu pušu sarunu kontekstā

Abstract

Viena no galvenajām globālās drošības problēmām jau vairākas desmitgades ir kodolbruņojuma izplatīšanas novēršana, cenšoties panākt, lai šie masu iznīcināšanas ieroči nenonāk nekontrolējamās rokās. Korejas Tautas Demokrātiskā Republika, kas gadiem strādājusi pie savas kodolprogrammas, tiek uzskatīta par vienu no lielākajiem draudiem neizplatīšanas sistēmai. Lai panāktu Ziemeļkorejas atteikšanos no kodolprogrammas, tikuši pielietoti vairāki politiski un ekonomiski mehānismi – jaunākais no tiem ir Sešu pušu sarunu process, ko vadīt uzņēmusies Ķīna. Desmitiem gadu bijusi viena no ciešākajām Ziemeļkorejas sabiedrotajām, Ķīna tiek uzskatīta par ietekmīgāko partneri, kas varētu panākt Phenjanas režīma sadarbošanos. Šajā darbā, kas aplūko Ķīnas lomu Sešu pušu sarunās, tiek noskaidrots, cik pamatota un īstenojama patiešām ir Ķīnas ietekme un vai tā var palīdzēt atrisināt Korejas pussalas kodolkrīzi, tādejādi ļaujot Ķīnai apliecināt sevi kā starptautisku lielvaru.

For several decades now one of the main global security problems has been the prevention of proliferation of nuclear weapons, trying to make sure that these weapons of mass destruction don`t get into uncontrollable hands. The Democratic People`s Republic of Korea, that has been working on its nuclear program for years, is considered to be one of the biggest threats to the system of non-proliferation. In order to attain the goal of North Korea giving up its nuclear program, several political and economical mechanisms have been put into action – the most recent being the Six party talks, a process guided by China. For decades being one of North Korea`s closest allies, China is regarded as the most influential partner, that could capture the cooperation of the Pyongyang regime. This paper, that addresses China`s role in the Six party talks, examines how valid and capable of implementation China`s influence really is and whether it can help in solving the nuclear crisis on the Korean peninsula, thus allowing China to confirm its status of international superpower.
