Valsts finansiālā atbalsta ģimenēm ar bērniem ietekme uz ģimenes budžetu un dzimstību valstī

Abstract

Maģistra darba mērķis ir izpētīt, kādu ietekmi uz ģimeņu ar bērniem ienākumiem ir atstājusi valstī īstenotā atbalsta politika un, balstoties uz laika periodā no 2008.-2013. gadam veikto analīzi, novertēt tās ietekmi uz dzimstības izmaiņām Latvijā. Darba teorētiskajā daļā tiek apskatīti Eiropas valstu atbalsta politikas īstenotie principi dzimstības veicināšanā un salīdzināti ar Latvijā īstenoto politiku. Darba pētnieciskajā daļā tiek veikti aprēķini un analizēts, kā ģimenēs ar vidēju, zemu un augstu ienākumu līmeni ienākumus pēdējo sešu gadu laikā ietekmējušas valstī īstenotās sociālās un fiskālās politikas izmaiņas un kādu ietekmi tas atstājis uz dzimstību. Darba noslēguma daļā ar aptaujāto ekspertu līdzdalību tiek formulēti prioritāri veicamie uzdevumi. Atslēgvārdi: valsts politika ģimenēm ar bērniem, ģimenes budžets, dzimstība.

The master thesis aims to explore the impact that the support policies in our country have had on incomes of families with children and, based on analysis conducted for the time period from 2008 to 2013, to assess its impact on changes in birth rate in Latvia. The theoretical part of the thesis describes the state support policy principles in place in European countries for improving birth rates and compares them with the policies in place in Latvia. The research part of the thesis contains calculations and analysis of how the incomes of families with average, low and high income levels have been affected in the last six years by changes made in the country's social and fiscal policies and what impact this has had on the birth rate.
