Abstract
Maģistra darba autors: Marģers Počs Darba nosaukums: „Rail Baltica ātrgaitas dzelzceļa starptautisko un reģionlo pasažieru staciju infrastruktūras pārvaldības modeļa izveide“. Maģistra darba mērķis ir izstrādāt efektīvu pasažieru apkalpes vietu (dzelzceļa staciju) pārvaldības modeli. Rail Baltica projekts paredz Latvijā izbūvēt jaunu, ātrgaitas Eiropas standarta 1435 mm sliežu platuma dzelzceļa līniju, kas savienos Baltijas valstis ar Eiropas dzelzceļa tīklu. Darbā analizēti Rail Baltica ilgtermiņa attīstības plāni, pasažieru staciju nozīme dzelzceļa infrastruktūrā, normatīvais regulējums un citi dokumenti, lai identificētu pārvaldības uzdevumus, izaicinājumus un vajadzības. Tiek noteikta risināmā problēma – nepieciešamība izstrādāt jaunu pārvaldības modeli. Projekta priekšlikumā izvirzītas divas alternatīvas problēmas risināšanai: pārvaldības modeļa balstīšana uz ārpakalpojumiem vai pašu spēkiem. Veikts alternatīvu izvērtējums, izmantojot multikritēriju analīzi, finanšu aprēķinus un SWOT analīzi, kā rezultātā izvēlēta ārpakalpojuma alternatīva. Izvēlētā modeļa realizācijai izstrādāts plāns, ietverot uzdevumus, termiņus, izmaksas, risku un iesaistīto pušu analīzi. Izstrādāta Projekta rokasgrāmata, kas ietver projekta starta, plānošanas, resursu, kontrolinga un noslēguma procesus. Darba noslēgumā apkopoti secinājumi un sniegti priekšlikumi Rail Baltica staciju pārvaldības modeļa ieviešanai. Pētījumā izmantotas teorētiskās metodes (normatīvo aktu un publikāciju analīze) un empīriskās metodes (fokusa grupas diskusija, datu apstrāde ar Microsoft Excel). Pētījuma periods: 2024.–2025. gads

The Master's work aims to develop an efficient model for the management of passenger service facilitiesof Rail Baltica passenger stations. Rail Baltica project envisages the construction of a new, European standard 1435 mm gauge railway line in Latvia, which will connect Baltic states to the European rail network. The work analysed Rail Baltica's long-term development plans, the role of passenger stations in railway infrastructure, regulatory framework and other documents to identify management tasks, challenges and needs. The problem to be solved – the need to develop a new management model is determined.. The project proposal puts forward two alternatives to solving the problem. An evaluation of alternatives has been carried out using multicriteria analysis, financial calculations and SWOT analysis, leading to the selection of the most efficient alternative. A detailed plan has been developed to implement the chosen model, including tasks, deadlines, costs, risk and stakeholder analysis. A Project Guide has been developed that includes project start-up, planning, resource, controlling, and closing processes. The work concludes with conclusions and proposals for the implementation of rail Baltica's station management model. Theoretical methods (analysis of normative acts and publications) and empirical methods have been used in the study (focus group discussion, processing data with Microsoft Excel).
