Eiropas Savienības sankcijas Baltkrievijā kopš 1996. gada

Abstract

ES jau 1996.gadā pirmo reizi reaģēja uz nedemokrātisko notikumu attīstību Baltkrievijā. Ņemot vērā, ka ES atkārtoti ievieš sankcijas, ir skaidrs, ka vēlamais rezultāts –demokrātiska Baltkrievijas Republika – līdz šim nav sasniegts. Izmantojot gadījuma analīzes metodi, uzdevums bija rast atbildi uz jautājumu: Kāpēc līdzšinējās ES sankcijas pret Baltkrieviju nav bijušas veiksmīgas? Darbā aplūkotas sankciju definīcijas un to efektivitātes priekšnosacījumi, tika izdalīti astoņi kritēriji, kuri tika izmantoti, lai skaidrotu ES sankciju Baltkrievijā neefektivitāti. Darbā izvirzīta hipotēze: ES sankcijas pret Baltkrieviju kopš 1996.gada nav bijušas efektīvas, jo to ieviešanai nav pastāvējuši nepieciešamie priekšnosacījumi. Ņemot vērā darbā veikto ES sankciju Baltkrievijā analīzi, secināts, ka ES sankciju pret Baltkrieviju ieviešanai nav pastāvējuši septiņi no astoņiem nepieciešamajiem efektivitātes priekšnosacījumiem, darbā izvirzītā hipotēze ir pierādīta.

The European Union reacted to the undemocratic development of Belarus already in 1996. Considering the continuous implementation of sanctions in Belarus by the EU, it is clear that the desired result, namely, a democratic Republic of Belarus has not been reached. The aim of this thesis is to answer to the research question “Why have the previous EU sanctions in Belarus not been successful?” The theoretic part of the thesis defines the concept of sanctions, as well as puts forward eight preconditions for effective sanctions, that were used to analyze the sanctions of EU in Belarus. The following hypothesis was put forward: “EU sanctions in Belarus since 1996 have not been effective due to lack of necessary preconditions for their implementation.” After the analysis of EU sanctions in Belarus according to the eight preconditions for effective sanctions, it is concluded that the hypothesis is correct, as seven out of eight preconditions have not been present.
