Lauksaimniecībā izmantojamo zemju apmežošanas vizuālā un ekoloģiskā nozīme: vietu analīze Cēsu novadā

Abstract

Maģistra darba mērķis ir sniegt ieteikumus apmežojamo un neapmežojamo teritoriju plānošanai. Pētījuma vietas ir astoņi lauku nekustamie īpašumi Cēsu novadā, kuros veikta apmežošana vai tā notikusi dabiski. Analizēti lauku ainavu ietekmējošie instrumenti un plānošanas dokumentos ietvertā informācija saistībā ar lauksaimniecības zemju apmežošanu, aprakstītas pētījuma vietas. Empīrisko datu ieguves metode – daļēji strukturēta intervija ar zemes īpašniekiem, mežsaimniecības, lauksaimniecības, dabas aizsardzības speciālistiem. Īpaša uzmanība pievērsta zemes īpašniekam kā izmaiņu veicējam ainavā, noskaidrojot apmežošanas iemeslus, procesa vērtējumu un tās ietekmi uz vizuālo ainavu. Konstatēts, ka apmežošanas nozīme tiek vērtēta neviennozīmīgi. Atslēgas vārdi: apmežošana, zemes izmantošana, lauku attīstības plānošana, intervijas.

The aim of this paper is to develop recommendations for the planning of the afforestation areas and areas not to be afforested. As case study sites were chosen eight rural properties in municipality of Cēsis where afforestation – driven by man or nature – has taken place. Instruments affecting rural landscape and the information contained in planning documents in relation with afforestation of agricultural land have been analyzed, study sites – described. Empirical data collection method used – semi-structured interview with the landowners, environmental protection, forestry, agriculture specialists. Special attention is paid to the landowner as the operator of landscape changes, identifying the reasons for afforestation, assessment of the process and its impact on the visual landscape. It is found that the role of afforestation is evaluated ambiguously. Keywords: afforestation, land use, rural development planning, interviews.
