Latvijas valsts un pašvaldību kapitālsabiedrību padomju atjaunošana

Abstract

Latvijas valstij pieder ievērojams skaits uzņēmumu, kam ir liela ietekme uz valsts ekonomiku. Maģistra darba mērķis ir noskaidrot, cik efektīvi tiek pārvaldītas valsts un pašvaldību kapitālsabiedrības, un vai tiek ievēroti starptautiski noteiktie labas pārvaldības principi kapitālsabiedrību pārvaldībā. Lai to sasniegtu, tika izvirzīti vairāki uzdevumi, tostarp, publiskas personas komercdarbības teorētiskā pamata izpēte, normatīvā regulējuma izpēte, kā arī Latvijas valsts un pašvaldību kapitālsabiedrību pārvaldības pamatprincipu izpēte. Empīriskā pētījuma rezultātā apstiprinājās hipotēze, ka, lai īstenotu efektīvāku lielo valsts un pašvaldību kapitālsabiedrību pārvaldību, ir nepieciešama padomju atjaunošana. Latvia’s state owns a considerable number of companies having a major impact on the national economy. The purpose of the Master's Thesis is to find out how effectively state-owned enterprises have been governed, and whether internationally agreed good governance principles have been performed in the governance of the state-owned enterprises. To achieve that, several tasks were set, including research of theoretical aspects for public person economic activity, research of normative regulation, as well as research of corporate governance principles of the Latvian state-owned enterprises. As the result of empirical research the hypothesis has been verified that in order to implement a more efficient governance of the state-owned enterprises, the restoration of councils is required.
