Patstāvīgo valsts pārvaldes iestāžu problemātika

Abstract

Darbā tiek atspoguļota un analizēta patstāvīgo valsts pārvaldes iestāžu problemātika. Mērķis ir identificēt galvenās problēmas saistībā ar šīm iestādēm un to darbību, kā arī piedāvāt iespējamos risinājumus. Galvenās darbā apskatītās problēmas ir patstāvīgo valsts pārvaldes iestāžu nepieciešamība un vieta valsts pārvaldes sistēmā, šo iestāžu tiesiskais statuss un tiesības izdot ārējos normatīvos aktus, kā arī iespējas uzraudzīt un kontrolēt šo iestāžu darbu. Veiktā pētījuma rezultātā autore secina, ka patstāvīgās valsts pārvaldes iestādes ir nepieciešamas, lai nodrošinātu efektīvu un objektīvu kontroli atsevišķās jomās, taču normatīvajā regulējumā trūkst konsekvences gan attiecībā uz šo iestāžu statusu, gan kontroles mehānismiem, kā arī citiem jautājumiem. The Bachelor's thesis views and analyzes problems of independent institutions of the public administration. The aim of this thesis is to identify the most important problems of independent institutions of public administration and to offer possible solutions. The main problems viewed in this thesis are the necessity of idependent institutions and their place in the public administration system, the legal status of these institutions as well as the right to pass normative legal acts and the possibilities to supervise and control the work of these institutions. Results of this research showed that independent institutions of public administration are necessary in order to ensure effective and objective control in certain areas, but there is a lack of consistency regarding the legal status of these institutions and the possibilities to supervise and control them as well as other problems.
