Abstract

Preču un vielu, kuru aprite ir aizliegta vai speciāli reglamentēta, pārvietošana pāri Latvijas Republikas valsts robežai ir aktuāla problēma mūsdienās. Īpašu iespaidu atstāj narkotisko un psihotropo vielu slepenā plūsma valstī. Darba mērķis ir detalizēti izpētīt normatīvo regulējumu, tiesu praksi un publikācijas, lai noskaidrotu, kāpēc ir izdevīgi pārvietot aizliegtās vielas ar pasta pakalpojuma starpniecību. Noskaidrot, kāda tieši pārvietošanas metode ir izmantota visbiežāk un kādēļ. Darba uzdevums ir noskaidrot praksē pastāvošo problēmu saistībā ar preču un vielu, kuru aprite ir aizliegta vai speciāli reglamentēta, pārvietošanu pāri Latvijas Republikas valsts robežai un sniegt priekšlikumus, lai risinātu šo problēmu.

The movement of goods and substances, the movement of which is prohibited or specially regulated, across the state border of the Republic of Latvia is a current problem. The secret flow of narcotic and psychotropic substances in the country is particularly impressive. The aim of the work is to study in detail the regulations framework, case-law and publications in order to find out why it is advantageous to move prohibited substances via the postal service. The task of the work is to find out the problem existing in practice in connection with the movement of goods and substances, the movement of which is prohibited or specially regulated, across the state border of the Republic of Latvia and to provide a proposal to solve this problem.
