Abstract
Promocijas darbā autore analizē Apvienoto Nāciju Organizācijas (ANO)
darbību, pamatojoties uz hipotēzi “ANO efektivitātes trūkumi starptautiskā miera un
drošības uzturēšanā ir sistēmiski un strukturāli”.
Darba ietvaros ir izstrādāts inovatīvs teorētiski metodoloģisks analīzes
modelis, kas sniedz iespēju izvērtēt ANO efektivitāti uz sistēmiski funkcionālas
pieejas pamata. Ir izveidots funkciju saraksts, ko ANO īsteno kā starptautiskās
sistēmas daļa. No tā izriet efektivitātes kritēriju un indikatoru katalogs. Veiktā analīze
ļauj izdarīt kompleksus secinājumus par ANO efektivitāto starptautiskā miera un
drošības jomā. Negatīvu secinājumu gadījumā ir norādīts uz efektivitātes problēmu
cēloni. Analīze apstiprina hipotēzi – ANO efektivitātes trūkumi starptautiskā miera un
drošības uzturēšanā ir sistēmiski un strukturāli.

The author of this Doctoral Thesis analyses performance of the United Nations (UN) on the basis of the hypothesis “The causes of lack of effectiveness of the UN in maintenance of international peace and security are systemic and structural”. The innovative theoretically methodological model elaborated allows evaluating the effectiveness of the UN through a systemically functional approach. A list of functions is developed that UN perform as a part of international system. From this comes a list of criteria and indicators. Analysis shows complex conclusions about the effectiveness of the UN in maintenance of international peace and security. In case of a negative evaluation, the causes of the problem are established. The analysis confirms the hypothesis – causes of lack of the effectiveness of the UN are systemic and structural. Keywords: United Nations, peace, security, effectiveness, functionalism
