| dc.description.abstract | Bakalaura darba nosaukums ir “Klientelisma loma valsts investīciju piesaistē pašvaldībām laikā no 2001. – 2006. gadam”. No vienas puses pastāv Valsts investīciju programma, kura paredz piešķirt valsts finansējumu to projektu īstenošanai, kuri atbilst valsts prioritātēm, bet no otras – investīciju projekti pamatā tiek atbalstīti politiski, nevis vadoties no VIP projektu vērtēšanas kritērijiem. Atklāts paliek jautājums, kā šāda situācija ietekmē reģionu attīstību Latvijā. | en_US |
| dc.description.abstract | The State investments program (SIP) is the instrument of a management on realization of a policy of the state investments. SIP is a set of projects of investments for which every year the financing from the budget is allocated and planned. SIP problem is to direct public funds for ordering and developments of an infrastructure, as well as for maintenance and expansion of a level of the state services. SIP is developed since 1995, actualizing it every year and including in the state budget. Therefore, there is a question, how does it affect distribution of investments to municipalities in democratic process. | en_US |
