E-pārvaldes tirgvedības procesa izpēte Valsts ieņēmuma dienestā un tā pilnveidošana

Abstract

Maģistra darbs ir izstrādāts un veltīts vienam no aktuālākajiem aspektiem, kas ir tieši saistīts ar Latvijas straujo informācijas tehnoloģiju (IT) un Interneta attīstību, ietverot valsts pārvaldes darbības automatizāciju, efektivitātes nodrošināšanu un optimizāciju, izmantojot jauno IT un Interneta iespējas. Maģistra darba mērķis ir izpētīt E-pārvaldes tirgvedības procesu Valsts ieņēmumu dienestā un izstrādāt priekšlikumus par tirgvedības attīstīšanas iespējām un darbības pilnveidošanu. Maģistra darbā tiek analizēta E- pārvaldes būtība un ieviešana VID, raksturots VID tirgvedības process, aplūkota E-pārvalde kā tirgvedības procesa sastāvdaļa, detalizēti izpētīts viens no VID tirgvedības produktiem, proti, EDS- elektroniskās deklarēšanas sistēma, kā arī E-pārvaldes process VID kopumā un VID RRI Latgales priekšpilsētas nodaļā, noteiktas VID struktūras procesa pilnveidošanas iespējas Īpaša uzmanība tiek veltīta E-pārvaldes procesa izpētei, tiek noskaidroti tirgvedības vides faktori, ietekme, mērķtirgus, raksturot produktu, sadales kanāli, virzīšanas pasākumi, un noskaidrotas E-pārvaldes piemītošās reālās priekšrocības. Pētījuma rezultātā tiek noskaidrotas galvenās problēmas, kas ir saistītas ar elektroniskās deklarēšanas sistemas ieviešanu. Darbā tiek izstrādāti priekšlikumi lai uzlabotu VID darbību kopumā un elektroniskās deklarēšanas sitēmas ieviešanau. Maģistra darba apjoms ir 86 lapas. Tas sastāv no 4 nodaļām, kurās ietverta 1 3tabulas, 12 attēli, 2 pielikumi un 32 bibliogrāfiskie avoti.

Master's degree paper is written and dedicated to one of the most actual aspects, what is exactly linked with the Latvian rapid information technology (IT) and Internet development, containing state administration activities automation, implementation and optimization, utilizing the new IT and Internet possibilities. A master degree paper’s purpose is to explore processes of State Revenue Service’s E-administration profits and to work out suggestions for administration’s development and action improvement. The essence of E-administration and SRS introduction have been analyzed; the SRS marketing process has been characterized, E-administration has been examined as a part of marketing process, one of the SRS marketing products, exactly, the system of the EDS- electronic declaration, as also the E-administration process in the SRS in general and in Latgale regional SRS, certain possibilities of process improvement of SRS structure have been explored in the master's degree paper. A special attention has been dedicated to the research E-administration process, marketing environment factors, influence, purpose market have been found out, to characterize a product, possible channels, progress activities, and the real advantages of E-administration. The main problems, linked with the system of the electronic declaration introduction have been found out as a result of a research. Proposals of general SRS improvement and the system of the electronic declaration introduction have been given in the paper. A master degree paper’s volume is 86 pages. It consists of 4 chapters, 12 figures, 3 tables and 2 appendixes. 32 bibliographic items are utilized in the paper.
