Sabiedrisko iniciatīvu portāla "ManaBalss.lv" ietekme uz likumdošanas procesu Latvijā: likumdevēja perpektīva lēmumu pieņemšanā

Abstract

Maģistra darba “Sabiedrisko iniciatīvu portāla “ManaBalss.lv” ietekme uz likumdošanas procesu Latvijā: likumdevēja perspektīva lēmumu pieņemšanā” mērķis ir identificēt būtiskākos faktorus no Saeimas deputātu perspektīvas lēmumu pieņemšanā par sabiedriskajām iniciatīvām, kas iesniegtas ar platformas “ManaBalss.lv” starpniecību. Maģistra darba autors ir formulējis šādu izpētes jautājumu: kas ir nozīmīgākie faktori likumdevēja perspektīvā, kas ietekmē lēmumu pieņemšanas procesa rezultātu par sabiedriskajām iniciatīvām Saeimā? Maģistra darbu veido piecas nodaļas. Teorijas nodaļā apskatīta dienas kārtības un dienas kārtības veidošanas teorija, politiskās līdzdalības tendences 21. gadsimtā un institucionālo dienas kārtību ietekmējošie faktori. Metodoloģijas nodaļā darba autors sniedz ieskatu aprakstošajā statistikā, padziļināto interviju un kvantitatīvās aptaujas metodē. Pētījumā noskaidrots, ka visnozīmīgākie faktori, kas ietekmē lēmumu pieņemšanu par “ManaBalss.lv” iniciatīvām, ir iniciatīvas risinājuma atbilstība izvirzītajai problēmai, iniciatīvas atbilstība deputātu vai partiju priekšvēlēšanu solījumiem un iniciatīvas atbilstība deputātu vai partijas ideoloģijai.

The aim of the master's thesis “Impact of public initiatives portal "ManaBalss.lv" on the legislative process in Latvia: the legislator's perspective in decision-making” is to identify the most important factors from the perspective of Members of Parliament in decision-making on public initiatives submitted through the platform “ManaBalss.lv”. The author of the master's thesis has formulated the following research question: what are the most important factors from the perspective of the legislator, which influence the result of the decision-making process on public initiatives in the Saeima? The master's thesis consists of five sections. The theoretical approach consists of agenda setting and agenda building theory, tendencies of political participation in the 21st century and the factors influencing the institutional agenda. In Methodology section author provides an insight into descriptive statistics, in-depth interview and quantitative survey method. The study revealed that the most significant factors influencing decision-making on «ManaBalss.lv» initiatives are the compliance of the initiative solution with the problem, the compliance of the initiative with the pre-election promises of deputies or parties and the compliance of the initiative with the ideology of deputies or parties.
