Ģeogrāfiskās informācijas sistēmas kā līdzdalības rīks telpiskajā plānošanā

Abstract

Līdzdalības ĢIS sniegtās iespējas tiek izmantotas un pētītas dažādās nozarēs visā pasaulē. Latvijā ģeogrāfiskās informācijas sistēmas tiek lietotas daudzu pašvaldību ikdienas darbā, taču netiek izmantots šo sistēmu potenciāls kalpot kā rīkam līdzdalības procesu nodrošināšanai telpiskajā plānošanā. Maģistra darba mērķis ir izstrādāt Ģeogrāfiskās informācijas sistēmās balstīta līdzdalības rīka koncepciju un vadlīnijas tā integrēšanai plānošanas procesā. Maģistra darbā tiek apskatīta ĢIS rīku daudzveidība un to integrēšana plānošanas procesā sabiedrības līdzdalības nodrošināšanai apzinot gan pasaules pieredzi, gan pašvaldību pieredzi un iedzīvotāju vēlmes. Būtiskākais rezultāts ir darbā izstrādātais konceptuālais ĢIS rīka dizains un vadlīnijas ĢIS rīku integrēšanai sabiedrības līdzdalības procesu nodrošināšanai, kas kalpo kā palīgmateriāls pašvaldību pārstāvjiem un plānotājiem.

The opportunities offered by participatory GIS have been studied and used in various industries around the world. In Latvia, Geographic Information Systems have been used in the daily work of many local governments, but potential of these systems to ensure participatory processes in spatial planning has not been used. The aim of the Master's Thesis is to develop concept of a participatory tool based on Geographic Information Systems and guidelines for its integration into the planning process. The Master's Thesis examines the diversity of GIS tools and their integration into the planning process to ensure public participation, identifying both the global experience and experience of local governments and the wishes of citizens. The most important result of the Master’s Thesis is the developed conceptual design of the GIS tool and guidelines for integration of GIS tools to ensure public participation processes, which serve as a reference material for municipal representatives and planners.
