Rīgas teritorijas plānojuma 2006.-2018. gadam ietekme uz Rīgas vēsturiskā centra un tā aizsardzības zonas ielu telpas sadalījumu

Abstract

Bakalaura darbā tiek pētīta „Rīgas teritorijas plānojuma 2006.–2018. gadam” sadaļas „Rīgas vēsturiskā centra un tā aizsardzības zonas teritorijas plānojums” ielu telpas sadalījuma plānoto izmaiņu ietekme uz vides kvalitāti Rīgas vēsturiskajā centrā un tā aizsardzības zonā. Pētījums ir balstīts uz lauka pētījuma metodēm – teritorijas apsekojuma un novērojuma, intervēšanas metodēm; plānošanas dokumentu un to grafiskās daļas analīzes metodēm. Pētījuma rezultāti atklāj Rīgas vēsturiskā centra un tā aizsardzības zonas ielu telpas sadalījuma sarkano līniju robežās plānotās izmaiņas. Plānotais zaļo zonu samazinājums par vairāk kā 22000 m2, kā arī koku skaita samazinājums negatīvi ietekmētu vides kvalitāti pilsētvidē, savukārt, transporta sistēmā, neskatoties uz plānoto veloceliņu izbūvi vairāk kā 27000 m2 platībā, joprojām motorizētie transportlīdzekļi būtu prioritārie satiksmes dalībnieki.

The aim of this thesis is to explore the impact of the planned alterations to the street spatial structure on the environmental quality of the Historical Centre of Riga and its protection zone, as stated in section “Historical Centre of Riga and its protection zone planning” of the “Riga territory planning, years 2006–2018”. The study is based on field research methods – spatial reference and observation, interviewing techniques; as well as on planning documents and the analysis of their graphical parts. The research results reveal that the planned changes to the street spatial structure within the red lines. The planned reduction of green areas by more than 22000 m2, and the decline of trees would negatively impact the quality of the city environment. Concerning the transport system, despite over 27000 m2 of planned bicycle paths, the prioratized status of motor vehicles would remain unchanged.
