Abstract
Atslēgvārdi: publiskā bibliotēka, sociālekonomiskā vide, kultūrvide,
daudzfunkcionalitāte, sadarbība.
Promocijas darbā tiek atklāta Latvijas pagastu pašvaldību pārziņā esošo publisko
bibliotēku situācija 20.gadsimta beigās un 21.gadsimta sākumā (pētījuma periods no
1997.gada līdz 2007.gadam).
Temata izvēles iemesli:
bibliotēku darbību reglamentējošos dokumentos un likumdošanā uzsvērtie
nosacījumi, kas skar tieši lauku reģionu sabiedrības apkalpošanu;
pozitīvas pārmaiņas veicinošais potenciāls, kas piemīt pagastu
bibliotēkām.
Pagastu bibliotēkas ir informācijas, izglītības un kultūras iestādes, kas, sniedzot
savus pakalpojumus vietējai sabiedrībai, piedalās labvēlīgas sociālās vides veidošanā
un uzturēšanā Latvijas laukos, veicina lauku sabiedrības informatizāciju un
integrāciju.
Šis pētījums koncentrētā veidā parāda gan ieguldīto un paveikto, gan publisko
bibliotēku iespējas un vietu nākotnes sabiedrībā.

The doctoral thesis describes rural municipal public libraries in Latvia in the end of 20th century and at the beginning of 21th century (the research period covers a period from 1997 till 2007). The choise of the topic is based on several reasons: Library law and policy documents include special conditions that affect library service particulary in rural reģions; Rural libraries have potential that can facilitate positive changes. The government of Latvia developed several interconnected documents on development of rural areas. In order to help rural areas to regenerate and to ensure conditions that would allow inhabitants to realize their rights for information, education, knowledge, civil participation, culture and leisure there is the need for institution that is able to deliver this complicated totality of intellectual values to society. Municipal public libraries are adapted for the new responsibilities and fully realize their social mission in rural regions of Latvia.
