ANOTĀCIJA
Promocijas darbā pētītas veselības aprūpes organizāciju vadības sistēmas
pārmaiņas Rīgā, to ietekme uz pakalpojuma pieejamību un kvalitāti. Promocijas darba
hipotēze: patreizējā veselības aprūpes organizāciju vadības sistēma Rīgā nav piemērota
pārmaiņu apstākļiem un nespēj pilnvērtīgi nodrošināt kvalitatīvu un pieejamu veselības
aprūpi iedzīvotājiem. Promocijas darba mērķis: analizēt un novērtēt veselības aprūpes
situāciju un organizāciju vadības sistēmas pārmaiņas Rīgā un, pamatojoties uz teorētisko
un empīrisko pētījumu rezultātiem, izstrādāt veselības aprūpes organizāciju vadības
modeli pārmaiņu procesā. Promocijas darba pirmajā nodaļā sniegts veselības aprūpes
sistēmas un vadības jēdzienu skaidrojums, analizēta veselības aprūpes pārmaiņu situācija.
Otrajā nodaļā veikta veselības aprūpes vadības sistēmas analīze. Trešajā nodaļā izvērtētas
veselības aprūpes pieejamība, pakalpojumu efektivitātes un veselības aprūpes vadības
sistēmas problēmas Rīgā. Autore izstrādājusi veselības aprūpes organizāciju vadības
modeli.
ANNOTATION In the doctoral dissertation, changes in management system of health care institutions in Riga and their effect on availability and quality of services have been studied and analysed. Hypothesis of the promotion work: the existing management system of health care institutions in Riga does not correspond to changing conditions and cannot fully ensure qualitative and accessible health care for the population. Aim of the doctoral dissertation is: to analyse and assess situation in health care and changes in management system of health care institutions and, basing on results of theoretical and empirical studies, to elaborate a model for management of health care institutions in the process of changes. In the first chapter of the work notions of health care system and management are explained, and situation in changing health care system is characterised. In the second chapter, analysis of management system in health care. In the third chapter, problems of availability and efficacy of services in Riga, as well as problems of management system of health care in the changing environment are assessed. The author has elaborated a model of management of health care institutions, which could be used in the process of changes in Riga.
