Jūrmalas valstspilsētas pašvaldības ilgtermiņa ieguldījumu uzskaite un revīzija

Abstract

Temata aktualitāti nosaka saudzīga, efektīva ilgtermiņa ieguldījumu iegāde un izmantošana pašvaldību funkciju īstenošanā. Ekonomiskais pamats nav paši ilgtermiņa ieguldījumi, bet gan to izmantošanas sociālais veids. Balstoties uz ilgtermiņa ieguldījumu uzskaites teorētiskiem pamatiem, kur tiek apkopoti jautājumi par ilgtermiņa ieguldījumu novērtēšanas kārtību, inventarizācijas norisi, nolietojuma aprēķināšanas kārtību un darījumiem ar šiem objektiem, darbā tiek analizētas pamatlīdzekļu uzskaites politikas pielietošanas problēmas. Maģistra darba mērķis ir, pamatojoties uz pieejamo literatūru, izpētot ilgtermiņa ieguldījumus no teorētiskās un no praktiskās puses, identificēt Jūrmalas valstspilsētas pašvaldības uzskaites problēmas un izstrādāt priekšlikumus, kas saistīti ar ilgtermiņa ieguldījumu uzskaites politikas pilnveidošanu. Maģistra darbs sastāv no ievada, trīs nodaļām, secinājumiem un priekšlikumiem. Pirmā nodaļa teorētiskā, kurā tiek pētīts ilgtermiņa ieguldījumu un to revīzijas teorētiskais aspekts. Otrajā nodaļā veikta Jūrmalas valstspilsētas ilgtermiņa ieguldījumu analīze un izvērtēta nolietojuma aprēķināšanas kārtība. Iegūtie rezultāti tiek salīdzināti ar Liepājas un Ventspils valstpilsētu datiem. Darba trešā nodaļa veltīta ilgtermiņa ieguldījumu revīzijai un uzskaites problēmu identificēšanai. Darba nobeigumā tiek apkopoti secinājumi un priekšlikumi, kas izvirzīti ilgtermiņa ieguldījumu uzskaites uzlabošanai pašvaldībā.

The actuality of the topic is determined by the careful and efficient acquisition and use of long-term investments in the implementation of municipal functions. The economic basis is not the long-term investment itself, but the social way in which it is used. Based on the theoretical foundations of long-term investment accounting, which summarizes the issues of long-term investment valuation procedures, their acquisition methods, inventory process, depreciation calculation procedures and transactions with these objects, the problems of application of fixed asset accounting policy are analyzed. The aim of the master's thesis is, based on the available literature, to study the long-term investment from the theoretical and practical side, to identify the accounting problems of Jurmala City Municipality and to develop proposals related to the improvement of long-term investment accounting policy. The master's thesis consists of an introduction, three chapters, conclusions and proposals. The first chapter is theoretical. It examines the theoretical aspect of long-term investment. In the second chapter, the analysis of long-term investments of Jūrmala state city is performed and the depreciation calculation procedure is evaluated and the obtained results are compared with the data of Liepāja and Ventspils state cities. The third chapter is devoted to the audit of long-term investments and the identification of accounting problems. At the end of the work, the conclusions and proposals for the improvement of long-term investment accounting in the municipality are summarized.
