Līdzdalības iespēju tiesiskais regulējums pašvaldību lēmumu pieņemšanas procesos

Abstract

Bakalaura darba nosaukums: Līdzdalības iespēju tiesiskais regulējums pašvaldību lēmumu pieņemšanas procesos. Darba mērķis ir noskaidrot līdzdalības veidus un to tiesisko regulējumu pašvaldību lēmumu pieņemšanas procesos. Mērķa sasniegšanai izvirzīti sekojoši uzdevumi: 1) aplūkot līdzdalības procesa vispārīgos principus un īpatnības līdzdalības nodrošināšanā pašvaldību līmenī; 2) atrast un analizēt zināmākos līdzdalības veidus; 3) izpētīt līdzdalības iespēju tiesisko regulējumu; 4) analizēt līdzdalības praksi Latvijā un pasaulē; 5) veikt intervijas ar diviem Latvijas pašvaldību vadītājiem un diviem nevalstisko organizāciju pārstāvjiem par sabiedriskās līdzdalības procesu un būtību. Darbā autors izmantoja šādas pētīšanas metodes: salīdzinošo un analītisko metodi. Atslēgvārdi: līdzdalība, sabiedrība, pašvaldības, tiesiskais regulējums.

The title of the Bachelor is the Legal Regulation of Public Participation in the Decision Making Processes at a Municipal Level. The aim of the paper is to indicate the ways of public participation in the decision making processes of a local government and describe their legal regulation. In order to obtain the set goal, the following tasks were proposed: 1)to research the general principles of public participation and specifics of ensuring participation at a municipal lever; 2)to find and analyze the most popular types of participation; 3)to investigate the legal regulation of public participation; 4)to analyze the practice of public participation in Latvia and the world; 5)to interview two municipal government officers and two representatives of non-governmental organizations on the process and bases of public participation. The author has used the contrastive and analytical research method. Key words: public participation, society, local governments, legal regulation
