Abstract
Darba mērķis ir noskaidrot, vai ES SF izmantošana Pirmā plānošanas perioda ietvaros veicināja Latvijas reģionālo vienlīdzību. Pētījums tika veikts izmantojot autores sastādīto datu bāzi. Sākumā tika analizēti Latvijas sociālekonomiskās situācijas rādītāji pirms tās dalības ES. Tad tika veikta statistiskā analīze, lai noskaidrotu, vai ES SF līdzekļu izmantošana Pirmā plānošanas perioda ietvaros sekmēja reģionālu izlīdzināšanu. Iegūtie rezultāti rāda, ka lielāki fondu apjomi tika piešķirti attīstītākajiem reģioniem, tādējādi reģionālās atšķirības tika palielinātas. Tomēr, ņemot vērā VPD noteikto Latvijas stratēģisko mērķi 2004. – 2006. gada periodam, situācija kopumā ir vērtējama pozitīvi – visi reģioni saņēmuši fondu līdzekļus, kas veicināja vispārējo valsts attīstības līmeni. Noslēgumā autore piedāvā VPD pārskatīšanu nākamajām periodam.
The aim of the thesis is to find out whether EU SF use in the First planning period has promoted reduction of regional disparities in Latvia. The research is carried out using database pooled together by the author herself. Firstly, the analysis of socio-economic indicators in Latvia before joining the EU was performed. Next, a statistical analysis was made to define if EU SF use during the First planning period has promoted regional equality. Gained results disclose that more funds had been invested in wealthier regions. Therefore, regional disparities had been increased. Still, taking into account the strategic aim of Latvia defined in the SPD for 2004 – 2006, all regions gained support, and thus the overall development of the country has been promoted. As a conclusion the author suggests revising the SPD for the next planning period.
