Jauniešu ar zemu izglītību iekļaušanās darba tirgū Latvijā

Abstract

Promocijas darba mērķis ir noskaidrot faktorus, kuri kavē vai veicina jauniešu ar zemu izglītību iekļaušanos darba tirgū Latvijā, kā arī pārbaudīt Herberta Saimona ierobežotās racionalitātes teorijas, Ulriha Beka riska sabiedrības teorijas un Marka Granovettera vājo saišu teoriju validitāti. Darbā autors izvirza šādu hipotēzi: jaunieši ar zemu izglītību racionālu apsvērumu vadīti nokļūst labklājības slazdā, kas liedz viņiem iespēju iegūt darba pieredzi un kontaktus, kā arī ierobežo viņu karjeras izaugsmi. Darbā analizēti NVA reģistrēto jauniešu ar zemu izglītību aptaujā (n=712) un 25 daļēji strukturētās intervijās iegūtie dati. Autors secina, ka ievērojama daļa aptaujāto un intervēto jauniešu ir pakļauti riskam nokļūt labklājības slazdā.

The objective of the dissertation is to identify the factors that inhibit or facilitate the entrance of youth with low education into the labour market in Latvia as well as to verify the validity of a number of theories such as the theory of bounded rationality by Herbert Simon, the theory of risk society by Ulrich Beck and the theory of the strength of weak ties by Mark Granovetter. The author proposes the following thesis: youth with low education driven by rational motives get caught in the welfare trap that denies them an opportunity to acquire work experience and contacts as well as inhibits their career advancement. The data gathered in a survey of registered unemployed youth (n=712) and interviews with 25 young people were analysed in the thesis. The author concludes that a significant number of the surveyed and interviewed youth are exposed to a risk of being caught in the welfare trap.
