Latvijas līdzdalība attīstības sadarbības politikā

Abstract

Maģistra darbs Latvijas līdzdalība attīstības sadarbības politikā ir izstrādāts ar mērķi veikt analīzi par Latvijas īstenoto attīstības sadarbības politikas efektivitāti. Darba ietvaros ir apskatīta attīstības sadarbība kā starptautisko attiecību fenomens, sniegts teorētiskais skaidrojums par dažādajām pieejām attīstības veicināšanai, kā arī sniegts apraksts par šī sadarbības veida attīstību laika gaitā. Tā kā Latvija ir Eiropas Savienības dalībvalsts, tad darbā ir atrodama arī informācija par Savienības politikas dokumentu ietvaru, kurā darbojas arī Latvija. Papildu tam ir apskatīts arī veids, kā Eiropas Savienība šo politiku ir īstenojusi. Pamatojoties uz izstrādātās teorētiskās un politiko plānošanas dokumentu bāzes, darbā ir izvērtēta Latvijas attīstības sadarbības efektivitāte. Parametri, pēc kādiem efektivitātes izvērtējums ir veikts, ir veidoti pamatojoties uz stratēģiskajiem dokumentiem un teorētiskajiem konceptiem. Šim nolūkam ir sniegts arī skaidrojums par nacionālo interešu fenomenu un tā nozīmi, kad tiek veidota un ieviesta attīstības sadarbības politika. Efektivitātes novērtēšanas mēru sistēma ir izveidota kā specifisku kritēriju kopa, kas veidota uz iepriekš izstrādātā materiāla pamata. Efektivitāte analizēta caur šo kritēriju prizmu. Kritēriji ir piemēroti attiecībā pret trim galvenajiem attīstības sadarbības politikas elementiem – prioritārās valstis, palīdzības jomas un ieviestie projekti (aktivitātes).

The master’s thesis Participation of Latvia in the Policy of Cooperation for Development aims at revising effectiveness of Latvian policy of development cooperation. To make such evaluation, within the paper it is obtained background on development cooperation as a phenomenon of foreign relations, provided theoretic approaches towards development promotion, as well as illustrated how this form of cooperation has been developing in the flow of time. As Latvia is a member state of the European Union, there is also provided relevant overview of the Union’s legal framework and practice of realization of such policy. Based on the obtained theoretical and legal matters, the master’s thesis provides an evolution of effectiveness of Latvian development assistance. Means used to measure effectiveness are defined on the basis of strategic documents as well as theoretic concepts. In this respect, there is also explained the phenomenon of national interests and their role, when development cooperation policy is planned. Measurement of effectiveness has been put into patterns of specific criteria, stemming from previously provided material. The analysis within the thesis has been carried out through prism of the set criteria. They have been applied for three main elements forming current policy of development cooperation – priority countries, areas of support and implemented projects.
