Vietas attīstība: plānošanas lēmumu pieņemšanas process jaunā attīstības teritorijā “Ezerparks”

Abstract

Bakalaura darbs apskata vietas attīstību un interešu grupu lomu plānošanas lēmumu pieņemšanā “Darījumu un dzīvojamā rajona projektā “Ezerparks”. Darbā analizēts projekta lēmumu pieņemšanas process no projekta idejas iesniegšanas brīža Rīgas Domes Būvvaldē līdz tās akceptēšanai Rīgas domē. Darbs balstās uz interešu grupām šī procesa laikā, to līdzdalību un sadarbību savā starpā. Apskatīta arī sabiedrības ietekme uz procesa iznākumu. Pētījumā secināts, ka vislielākā ietekme un interese “Ezerparka” lēmumu pieņemšanā ir projekta attīstītājam un pašvaldībai. Iedzīvotāju priekšlikumi vai neapmierinātība netiek ņemta vērā, lai veiktu projektā grozījumus vai noteiktu papildus pārbaudes. Bachelor’s thesis examines the development of a place and the role of stakeholders in decision-making process in “Business and residential centre Ezerparks”. The paper analyzes the decision-making process of the project from the submission at Riga City Construction Board till the acceptance by Riga City Council. The paper focuses on the involved stakeholders in this process and their cooperation. Also the society’s impact on the outcome is examined. The study concludes that the greatest impact and interest in the decision-making in “Ezerparks” have the project developer and the municipality. Proposals or dissatisfaction are not taken into account in order to make the project amendments or additional expertise. Keywords: planning decisions, interest groups, and public participation.
