Latvijas Zinātņu Akadēmijas terminoloģijas komisijas apstiprināto juridisko terminu tulkojumu no angļu – latviešu valodas analīze

Abstract

Bakalaura darba tēma ir “Latvijas Zinātņu akadēmijas Terminoloģijas Komisijas apstiprināto juridisko terminu tulkojumu no angļu – latviešu valodas analīze”. Darba galvenais mērķis ir veikt LZA Terminoloģijas Komisijas (LZA TK) apstiprināto juridisko terminu analīzi, atzīmējot galvenās tendences un īpatnības tulkojumā un termina veidošanā. ES tiesību aktu neatbilstīgie un sliktas kvalitātes tulkojumi motivēja autoru izstrādāt Bakalaura darbu par šo tēmu, kā arī mēģināt atrast šīs aktuālās problēmas cēloņus un risinājumus. Veicot analīzi, tika mēģināts atklāt cēloņus neatbilstīgajiem apstiprinātajiem juridiskajiem terminiem un rast risinājumus, lai uzlabotu tulkojumus no angļu uz latviešu valodu. Papildu analīzē tika izmantotas vairākas ES tiesību aktu direktīvas un regulas.

Pēc Latvijas iestāšanās ES tulkojumi ieguvuši daudz būtiskāku nozīmi Latvijā un valsts reputācijā pasaulē. Līdz ar to Latvijai bija jāsaskaņo un jāpārtaisa tās likumdošana attiecīgi ES nosacījumiem, jo Latvijas likumdošana un juridiskā terminoloģija nav rūpīgi izstrādāta, un pat šodien tā ir jāuzlabo un jāattīsta. Cits cēlonis sliktas kvalitātes tulkojumiem ir aizguvumi, kas aizņem aptuveni vienu trešdaļu latviešu valodas leksikā. Latvijai nav pietiekama pieredze terminoloģijas izstrādāšanā, jo valsts nav tik augsti attīstīta kā pārējās ES dalībvalstis. Pastāv daudzas vēsturiskas, sociālas, ekonomiskas un politiskas nianses, kas ietekmē latviešu valodas terminoloģijas attīstību. Lai uzlabotu terminoloģijas attīstību, visi šie trūkumi jānovērš un, galvenokārt, izglītības sistēmā. Ir vairākas iestādes, kas ir atbildīgas par juridiskās terminoloģijas izstrādi un apstiprināšanu ES tiesību aktu lietojumā. Viena no galvenajām iestādēm ir LZA TK, kas uzrauga terminu veidošanu un to atbilstību latviešu valodas terminoloģijā.

Pēc apstiprināto terminu un lietoto terminu ES tiesību aktos veiktās analīzes darbā tiek konstatēts, ka juridisko terminu veidošanu latviešu valodā ir ietekmējuši angļu valodā lietojamie termini, kā arī atklātas zināmas grūtības un neatbilstības terminu veidošanā.

The theme of the Bachelor thesis is “The Analysis of Recently Approved English – Latvian Translations of Legal Terms by the Terminology Commission of Latvian Academy of Sciences”. The goal of the Bachelor thesis is to analyse the recently approved legal terms by the LAS TC, outlining the main trends and peculiarities in translation and term formation. Inconsistent and poor translations of the EU legal acts motivated the author to write the Bachelor thesis on the theme and to find out causes and solutions for the specified problem. By developing analysis, it was attempted to explore causes of the inconsistently approved legal terms and to make solutions for the improving the translations from English into Latvian. Additionally, several directives and regulations of the EU were used in the analysis.

After Latvia’s accession to the EU, the translations have gained much greater importance to Latvia and country’s reputation in the world. Thus, along with the translation matter Latvia had to harmonise and redraft its legislation according to the conditions of the EU, because Latvia’s legislation and legal terminology had not been sufficiently developed, and even today it has to be improved and elaborated much more. Another cause for poor translations is borrowings that take up approximately one third in the Latvian lexis. Finally, Latvia has small experience in the development of terminology, as the country itself is not as developed as many other Member States of the EU. There are a lot of historical, social, economical and political nuances that affect the development of terminology. In order to improve the progression of terminology, all the deficiencies have to be improved and, mainly, in the education system. There are many institutions which are responsible for the elaboration and approval of legal terminology for the legal acts within the EU. One of the main institutions is the LAS TC that is looking after the formation of terms and their appropriateness in the Latvian lexis.

After having investigated the approved terms, the author has come to the conclusion that the translation of terms pertaining to law into Latvian is influenced by terms used in English and reveals certain difficulties and inconsistencies of term formation.
