Japānas un Krievijas teritoriālais strīds Dienvidu Kuriļu salu piederības jautājumā

Abstract

Šī darba ietvaros tiek apskatīts strīds starp Japānu un Krieviju par Dienvidu Kuriļu salām jeb Ziemeļu Teritorijām, kura rezultātā attiecības starp valstīm ir vēsas. Darba mērķis ir: atrast atšķirības jautājuma pētīšanas principos, ko pielieto Krievija un Japāna; izprast, kāpēc tās jau 60 gadus nevar atrisināt šo konfliktu un parakstīt miera līgumu; novērtēt, kādos apstākļos miera līgums varētu būt parakstīts. Autors secina, ka konflikta iemesli ir: valstu vēsturiskās un kulturālās atšķirības; politiskā distance starp valstīm; salu zemā vērtība un savstarpējo attiecību nepieciešamības trūkums; Japānas un Krievijas mūsdienu iekšējā politika, kura akcentē patriotismu un nacionālo identitāti. Situācijas attīstība parāda, ka tuvākajā laikā Krievija un Japāna nespēs vienoties par konflikta risināšanas pamatprincipiem un tas netiks atrisināts.

This paper deals with the dispute between Japan and Russia over what is known as the South Kuril Islands or the Northern Territories. The goals of this paper are: to find the methods which the parties employ in order to solve the issue; to find out why for 60 years parties are unable to agree and sign a peace treaty; to find out the conditions in which such a treaty could be signed. Author concludes that the reasons of the dispute are: historical difference between the parties; political distance between them; low value of the islands and lack of urgency to engage in any relations; internal policies of Japan and Russia, which advocate patriotism and a sense of national identity. Development of the situation shows that the parties will not agree on principles of dialogue and the conflict will not be resolved in the near future.
