Pēdējo gadu desmitu laikā Eiropā tādas demogrāfiskās tendences kā sabiedrības novecošana, darbaspēka samazināšanās un trūkums specifiskās nozarēs ir kļuvušas par vienu no nozīmīgākajiem izaicinājumiem, cita starpā lielās migrācijas plūsmas no trešajām valstīm tiek uzskatītas par risinājumu darbaspēka trūkumam Eiropas Savienībā, vienlaikus radot nepieciešamību izveidot ilgtspējīgu integrācijas politiku. Līdz šim starpkultūru komunikācija Eiropā ir radījusi daudz konfliktu un lielākā daļa eiropiešu ir zaudējuši ticību multikulturālas sabiedrības pastāvēšanai.
Latvijā un Igaunijā pēc iestāšanās Eiropas Savienībā lēnām palielinās migrācijas plūsmas no trešajām valstīm, kamēr integrācijas politika ir vērsta uz etnisko integrāciju, bet trešo valstu pilsoņu integrācijas politikas galvenais instruments pagaidām ir Eiropas trešo valstu valstspiederīgo integrācijas fonds un tā īstenotās aktivitātes.
Maģistra darbs ietvaros, apskatot ES politikas dokumentos izvirzīto nosacījumu kopumu trešo valstu pilsoņu integrācijai, tiek analizēta integrācijas politika Latvijā un Igaunijā darbaspēka pieprasījuma un uzņemšanas nosacījumu perspektīvā, nodrošinot salīdzinošo analīzi par abām valstīm. During the last decades in Europe such demographic tendencies as ageing of society, declining workforce and labour shortages in specific knowledge required specializations have become one of the most important challenges. Among all large immigration flows from third-countries have been seen as a solution for labour shortages, and thus it requires to establish sustainable integration policy. Until now intercultural communication in the Europe has raised many conflicts and most of Europeans have lost faith in the existence of multicultural society.
In Latvia and Estonia after joining the European Union migration trends from third countries slowly increase, while priority of the policy makers is ethnic integration, but the main instrument for the integration of third-country nationals currently is the European Fund for the Integration of the Third-Country Nationals and activities implemented within the Fund.
The Master’s thesis considering the set of requirements established in the EU policy documents for integration of the third-country nationals analyse the integration policy in Latvia and Estonia within the perspective of labour demand and reception conditions, providing he comparative analysis on the two countries.
