Zaļais publiskais pārtikas iepirkums Latvijas skolās: gadījumu izpēte

Abstract

Zaļais publiskais iepirkums kļūst par arvien būtiskāku vides pārvaldības instrumentu pasaulē un arī Latvijā. Maģistra darbā tiek pētīts zaļais publiskais iepirkuma pārtikas sektorā Latvijā, īpaši apskatot vides kritēriju izmantošanu skolu pārtikas iepirkumos. Darbā novērtēts esošais zaļā iepirkuma tiesiskais regulējums Eiropas Savienībā un Latvijā, apskatīta zinātniskā literatūra un līdz šim veiktie pētījumi attiecībā uz galvenajām ietekmēm pārtikas produktu dzīves ciklā, to saistība ar vides kritēriju piemērošanu pārtikas iepirkumā. Empīriskajā daļā veikta četru Latvijas skolu, kuras 2015. gada I ceturksnī, veicot pārtikas produktu iepirkumu, izmantojošas saimnieciski izdevīgāko piedāvājumu, gadījumu izpēte, izmantojot daļēji strukturētas intervijas un dokumentu analīzi. Tika identificētas galvenās barjeras zaļā publiskā pārtikas iepirkuma veikšanai, vērtēta iepirkumu veicēju motivācija un virzošie spēki zaļā pārtikas publiskā iepirkuma veikšanai nākotnē.

Green public procurement is becoming one of the most significant environmental management instruments in Latvia and the world. The Master’s thesis studies the green public procurement in Latvian food sector with a particular focus on environmental criteria used in school food procurement. The thesis encompasses assessment of the existing legal framework on green procurement in the European Union and Latvia, review of scientific literature and studies about the main food product life-cycle environmental impacts and their relation to the application of environmental criteria used in food procurement. The empirical part of the thesis consists of a case study of four schools which made food procurements in the first quarter of 2015 that were the most economically advantageous tenders. The research methods used for the case study were semi-structured interviews and document analysis. The study identified the main barriers of the green public food procurements, evaluated the motivation of procurement purchasers and the driving forces for making green public food procurement in the future.
