Jūras un sauszemes funkcionālā sasaiste: Rīgas brīvostas plānošanas piemērs

Abstract

Ekonomisko aktivitāšu un to negatīvās ietekmes pieaugums uz dabas vērtībām jūrā un citiem jūras telpas un piekrastes teritorijas izmantošanas veidiem veicina konfliktsituāciju rašanos Baltijas jūras teritorijā. Lai novērstu jūras un sauszemes teritoriju izmantošanas veidu sadursmi, ir būtiski koordinēt un saskaņot gan jūras, gan ostas, kā arī ostas - pilsētas plānošanas telpu prioritātes un attīstības mērķus. Maģistra darba mērķis ir izstrādāt plānošanas priekšlikumus sauszemes un jūras funkcionālo konfliktu risinājumiem Rīgas brīvostā un tai piegulošajā teritorijā. Maģistra darbā tika noteikti galvenie saimnieciskie darbības virzieni Rīgas brīvostā un tai piegulošā teritorijā, kā arī veikta konfliktējošo Rīgas brīvostas un tai piegulošās teritorijas izmantošanas interešu analīze.

Economic activity and its rising negative impact on the natural values in the sea and its influence on other usages of the marine spatial and coastal territories promote arising of conflicting situations at the Baltic Sea. In order to prevent clashes between the conflicting usages of the marine and costal territories, it is essential to coordinate and reconcile marine, port, as well as port-city spatial planning priorities and development goals. The aim of the Master’s Thesis is to elaborate planning proposals for resolving the problems of land and marine functional usages at the Freeport of Riga and its adjacent territories. The main operational activities within the Freeport of Riga and it’s adjacent coastal areas have been identified in the Master’s Thesis, as well as the analysis has been carried out on the conflicting interests between land usages by the Freeport of Riga and its adjacent community.
