Nosacīto noteikto iemaksu (NDC) vecuma pensiju shēmas pilnveidošana vecuma pensiju ilgtspējas nodrošināšanai

Abstract

Pētījuma mērķis ir, pamatojoties uz jaunākajām zinātnes atziņām, pilnveidot uz NDC principiem balstītu vecuma pensiju shēmu, lai nodrošinātu vecuma pensiju ilgtspēju. Lai sasniegtu mērķi, pamatojoties uz zinātnisko literatūru un citu autoru pētījumiem, darba pirmajā nodaļā izpētītas un raksturotas Eiropā un citās valstīs izplatītākās vecuma pensiju sistēmas un to veidi un noteikti vecuma pensiju ilgtspējas kritēriji. Autore ir sistematizējusi vecuma pensijas ilgtspēju ietekmējošos faktorus un izpētījusi vecuma pensiju shēmas: noteikto izmaksu (DB), punktu shēmu (PS), nosacīto noteikto iemaksu (NDC) un noteikto iemaksu (DC) vecuma pensiju shēmu ilgtspēju. Otrajā nodaļā apkopoti pētījuma rezultāti par Latvijas vecuma pensiju sistēmu un vecuma pensijas aprēķina metodiku un novērtēti vecuma pensiju sistēmas ilgtspējas nodrošināšanas izaicinājumi. Trešajā nodaļā pilnveidota NDC vecuma pensiju shēma un raksturots autores izstrādātais vecuma pensijas shēmas modelis, kas balstīts uz Latvijas, kā arī citu valstu NDC vecuma pensiju shēmu pieredzi. The aim of the Doctoral Thesis is, taking into account the latest scientific findings, to improve old-age pensione scheme that is based on the principles of NDC in order to ensure old-age pension sustainability. To achieve the goal, in the first chapter of the Doctoral Thesis, the author presents her research and analyses on the most common European and other old-age pension systems and their types and determines the criteria for old-age pension sustainability basing on the scientific literature and reaserches of other authors. The author has systematized the factors influencing the old-age pension sustainability and analyzed sustainability of the following old-age pension schemes: defined benefit (DB), point system (PS), notional defined contributions (NDC) and defined contributions (DC). In the second chapter, the author summarizes her reasearch results on the Latvian old-age pension system and the calculation methodology of old-age pension, as well as gives assessment of the challenges for ensuring old-age pension system sustainability. In the third chapter, the NDC old-age pension scheme has been improved and the old-age pension scheme model designed by the author on the basis of the NDC old-age pension scheme experience of Latvia and other countries has been characterized.
