Dvīņu pilsētu-Valkas un Valgas-pārrobežu sadarbība

Abstract

Kopš Šengenas zonas paplašināšanās Eiropas Savienības dalībvalstu robežu funkcijas ir mainījušās. Ir attīstījušās jaunas politiskās sadarbības formas starp nacionālajām robežām, un robežas kļuvušas atvērtākas. Maģistra darba mērķis ir noskaidrot un novērtēt līdzšinējo pārrobežu sadarbību starp dvīņu pilsētām uz Latvijas un Igaunijas robežas un atklāt aspektus, kas abām dvīņu pilsētām savā pārrobežu sadarbībā būtu jāuzlabo. Lai sasniegtu maģistra darba mērķi, tika izvirzīti vairāki uzdevumi, tostarp izpētīt pārrobežu sadarbību starp dvīņu pilsētām – Valku un Valgu, noskaidrot pārrobežu sadarbības labos piemērus un problēmas, kā arī izstrādāt priekšlikumus Valkas un Valgas pārrobežu sadarbības uzlabošanai. Izmantojot plašus teorētiskos un metodoloģiskos avotus, iedzīvotāju aptauju, ekspertu aptauju un daļēji strukturēto interviju ar Valkas novada domes priekšsēdētāju, secināts, ka dvīņu pilsētām – Valkai un Valgai – ir stipra pārrobežu sadarbība, bet vienlaikus to ietekmē vairāki šķēršļi.

Since the implementation of the Schengen Area, the functions of the European Union countries’ borders have changed. New forms of political cooperation across national borders have developed, and borders have become more open. Due to that the aim of the master’s thesis is to find out and to evaluate the current cross-border cooperation in the twin cities on the Latvian-Estonian border and to uncover the aspects which both twin cities should improve in their cross-border cooperation. To achieve the aim of the master’s thesis several tasks were set, including investigating the cross-border cooperation of the twin cities of Valka and Valga, determining the good examples and the issues of the cross-border cooperation, as well as developing proposals to improve the cross-border cooperation of the twin cities of Valka and Valga. By employing a wide range of theoretical and methodological sources, questionnaire and semi-structured interview with the Mayor of Valka Municipality Council, it is concluded that the twin cities of Valga and Valka have strong cross-border cooperation, but there are several obstacles.
