Metropolises are the main economic driving forces, and integrated governance of metropolitan areas has come to be seen as means of enhancing quality of life and economic growth in the metropolis and nationally. The aim of this study is to look into options for improving metropolitan governance in the Riga metropolitan area. It analyses several factors which describe the state of metropolitan governance and concludes that the current approach to metropolitan governance is based on bottom-up initiatives of municipalities and other actors. However, it has not been successful in facilitating integrated governance in fields crucial to development of the metropolitan area. The main factors that affect governance are the current political situation and Riga’s dominance in the metropolitan area. Suggestions address the need to increase the involvement of the national government in governance of the Riga metropolitan area.
