Kuldīgas pilsētas sarukšanas tendences un stratēģiskie risinājumi

Abstract

Pilsētu sarukšana un stratēģiskie risinājumi ir plaši izpētīti lielajās pilsētās, bet ir ļoti maz pētījumu, kā šis process izpaužas un ietekmē mazās pilsētas (ar iedzīvotāju skaitu līdz 25 000), kurām pieder arī Kuldīga. Kopš 1999.gada iedzīvotāju skaits Kuldīgā ir samazinājies par 18,6% jeb 2449 iedzīvotājiem. Līdz ar to par darba mērķi tika izvirzīts izstrādāt priekšlikumus Kuldīgas pilsētai, balstoties uz līdzšinējiem sociālekonomiskajiem procesiem un labās prakses piemēriem Eiropā un citviet pasaulē. Pētījuma ietvaros tika analizēta sarūkošo pilsētu stratēģisko risinājumu pieredze, sekundārie dati, kā arī tika veikta trīs spēkā esošo Kuldīgas novada teritorijas attīstības plānošanas dokumentu analīze. Pētījuma rezultātā secināts, ka analizētie dati neparāda konkrētas tendences un nepieciešams padziļināts pētījums un monitorings nākotnē, kā arī pēc plānošanas dokumentu analīzes nav iespējams izvērtēt, cik lielā mērā stratēģiskie risinājumi iekļauti, apzinoties sarukšanas procesu. Balstoties uz analīzi tika izstrādāti priekšlikumi pašvaldībai iekļaušanai nākošajos plānošanas dokumentos.

Shrinking of cities and strategic solutions have been widely studied in the large cities, but there are very few studies on how this process manifests itself and affects small towns (with population less than 25,000), also Kuldīga being among such towns. Since 1999, the population of Kuldīga has decreased by 18.6% or 2,449 residents. Therefore, the objective of this Paper was to develop suggestions to Kuldīga town, based on previous socio-economic processes and examples of good practice in Europe and elsewhere in the world. During the study, the experience of shrinking towns concerning used strategic solutions, and secondary data were analysed, and also analysis of three existing Kuldīga municipality territorial development planning documents was carried out. The conducted study lead to a conclusion, that the analysed data do not reflect specific trends and more in-depth study and monitoring is required in the future, and also from the analysis of planning documents it is impossible to assess to what extent the strategic solutions are integrated, considering the town shrinkage process. Based on the conducted analysis, suggestions to the municipality were developed for inclusion in the future planning documents.
