Anotācija
Otrais pasaules karš izmainīja situāciju visā pasaulē. Sadarbība ar okupācijas varu bija
iedzīvotāju vitāla nepieciešamība, bez kuras tie nevarētu izdzīvot. Viena no Latvijas
iedzīvotāju sadarbības formām bija Zemes pašpārvalde. Tās darbība zinātniskā literatūrā ir
apstrīdēta, jo no vienas puses tā pildīja nacistiskās Vācijas uzliktos pienākumus, bet no otras
puses tā mēģināja iestāties par iedzīvotāju vajadzību apmierināšanu.
Zemes pašpārvalde nepastāvēja kā vienota instance un tās ģenerāldirektori bija
personīgi atbildīgi vācu ierēdņiem. Darbā ir apskatītas vairākas Zemes pašpārvaldes darbības
jomas kā Tieslietu un Kultūras un izglītības ģenerāldirekciju darbība, kas, autorprāt,
visspilgtāk parāda ģenerāldirekciju nozīmi vācu pārvaldes struktūrās. Darbā secināts, ka
Zemes pašpārvalde nespēja ietekmēt vācu Civilpārvaldes lēmumus, tomēr tā spēja ar
birokrātiskām metodēm dažkārt novilcināt iedzīvotājiem nelabvēlīgo lēmumu pieņemšanu. Annotation
The Second Word War changed the situation all over the world. The collaboration
with occupation power was a vital necessity for inhabitants of Latvia, otherwise they wouldn’t
survive. One of the forms of collaboration was so called local self-government in the General
government Latvia. The activities of the local self-government are debatable in the scientific
literature. On the one hand, it exercised administrative functions determined by Nazi
Germany, on the other hand, it tried to support needs of inhabitants.
The local self-government didn’t exist as the unitary authority and the general
directors were personally responsible to German officials. There are showed such a fields of
self-government as activities of Legal, Cultural and Educational general governing bodies in
the doctor’s dissertation, that according to the author discover the meaning of these bodies in
the German administrative structures best of all. The author has come to conclusion, that the
local self-government couldn’t influence the decisions of German Civil government, however,
thanks to bureaucratical methods, it could sometimes delay making of decisions unfavorable
to inhabitants.
