Latvijas Satversmes sapulces Izglītības komisijas darbība, 1920 - 1922

Abstract

Maģistra darbs “Latvijas Satversmes sapulces Izglītības komisijas darbība, 1920-1922” izstrādāts Latvijas Universitātes Vēstures un filozofijas fakultātes Vēstures un arheoloģijas nodaļā 2019. gadā. Autore: Inta Krūmiņa, zinātniskais vadītājs: Dr. habil. hist., profesors Aivars Stranga. Darba mērķis ir vispusīgi izvērtēt Izglītības komisijas darbību, galveno vērību veltot tās darbības likumprojektu izstrādes kontekstā analīzei. Darbs sastāv no ievada, avotu un literatūras apskata, piecām nodaļām, secinājumiem, izmantoto avotu un literatūras saraksta un trijiem pielikumiem. Darba pirmā nodaļa veltīta situācijas Latvijā no tās valstiskuma iegūšanas brīža līdz Satversmes sapulces sasaukšanas brīdim raksturojumam. Darba otrajā nodaļā raksturots Satversmes sapulces sastāvs, struktūra un darbības normatīvais regulējums. Darba trešajā nodaļā analizēts Izglītības komisijas sastāvs un struktūra. Darba ceturtajā nodaļā pētītas Izglītības komisijas funkcijas, darba organizācija un lēmumu pieņemšanas process. Darba piektajā nodaļā Izglītības komisijas darbība analizēta tās izstrādāto likumprojektu kontekstā. Pirmajā apakšnodaļā raksturoti nozīmīgākie likumprojekti izglītības jomā, otrajā – mākslas un kultūras sfērā.

The Master’s Thesis “The Activities of the Education Committee of the Constitutional Assembly of Latvia, 1920-1922” created at the University of Latvia, Department of History and Archaeology of the Faculty of History and Philosophy in 2019 by Inta Krūmiņa under the guidance of professor Aivars Stranga, Dr. habil. hist. The main goal of the Master’s Thesis is to comprehensively assess the work of the Committee of the Education mainly focusing on the analysis of how it drafts laws in their context. The Master’s Thesis includes introduction, examination of sources and bibliography, five chapters, conclusion, index of sources and three appendixes. The first part of the Thesis deals with the description of the situation in Latvia from the moment it obtained the statehood until the first meeting of the Constitutional Assembly was summoned. The second part describes the composition, structure and normative regulation of the Constitutional Assembly. The third part analyzes the composition and structure of the Education Committee. The fourth part examines the functions of the Education Committee, the organization of work and the decision-making process.The fifth part of the Thesis deals with the analysis of work of the Committee of Education in the frame of drafting laws in their context. The first subpart describes the major draft bills in the field of education, however, the second subpart deals with the analysis of major draft bills in the field of art and culture.
